Vision and Mission

  • Vision focuses on developing a progressive, professional, competent, and technologically efficient Fire Rescue organization.
  • Mission is to protect the community by providing immediate responses to all requests for service.

General Rules (Section 100.01)

  • Tampa Fire Rescue operates under the laws of the United States, the State of Florida, and the City of Tampa.
  • Tampa Fire Rescue establishes necessary Rules and Regulations for efficient department operation.
  • The Fire Chief can amend, revoke, or make exceptions to these Rules and Regulations as needed.
  • The City of Tampa Personnel Manual, Collective Bargaining Agreements, and Standard Operating Guidelines are used with these Rules and Regulations.

Organization Structure (Section 100.02)

  • The Fire Chief organizes the Department for effective and efficient operations.
  • The Operations Division includes Shifts, Districts, Fire Stations, and Companies.
  • Shifts are groups of Department members with a set work schedule, ensuring adequate personnel for the Operations Division.
  • There are three Shifts, headed by one Assistant Chief of Operations.
  • Districts cover areas within geographical boundaries and Fire Stations, commanded by Division/District Chiefs.
  • Fire Stations comprise personnel, apparatus, and equipment, commanded by a Company Officer.
  • Companies consist of a single unit of Emergency apparatus and assigned personnel.
  • The Fire Chief assigns each District/Company a First Alarm Territory and each Company on each Shift a "Service Delivery Zone".

Administration (Section 100.03)

  • Reports/communications to the Fire Chief must go through proper channels (chain of command).
  • Employees discussing fire department matters with the Fire Chief must first advise their supervisor via the chain of command and can contact the Fire Chief's Senior Executive Aide at 274-7527 for an appointment.
  • When signing any City related document, the signature line must include your RANK, NAME and ASSIGNMENT, and the communication must be forwarded to the next higher authority.
  • Copies of any document/communication will be furnished to all persons concerned with the communication or report.
  • Signatures need to be legible, and names must be printed next to illegible signatures.
  • The Chain of Command is defined for various Divisions: Operations, Rescue, Support Services, and Fire Prevention Bureau.
  • For Emergency Management, the Chain of Command is Planner, Lead Planner, Emergency Management Director, Fire Chief.

Temporary Filling of Vacant Positions (Section 100.04)

  • The Fire Chief can temporarily fill promotional position vacancies by assigning an employee, preferably from a Civil Service eligibility list.
  • Assigned employees will assume the duties and responsibilities of the position.

Operations Division (Section 100.06)

  • Respond to and investigate all reported incidents that are deemed to be within the scope of Tampa Fire Rescue.
  • Extinguish and confine all fires, mitigate hazardous incidents, and perform specialized rescue with the goal of reducing the loss of life and property.
  • Respond to medical emergency calls and provide BLS/ALS medical care for ill and/or injured.
  • Operate in a safe and effective manner to reduce the cause of injury.
  • Maintain operational readiness with standardized and specified training.
  • Conduct pre-fire plans and walk-throughs of buildings and facilities within the City of Tampa.
  • Develop and maintain positive relationships with internal and external users, including public jurisdictions and media.

Rescue Division (Section 100.07)

  • Provide pre-hospital medical treatment to Tampa citizens and visitors.

  • Provide safe working conditions for Tampa Fire Rescue personnel while working at emergency scenes.

  • Conduct tactical surveys and pre-fire planning for buildings, aircraft, and target hazards within TIA.
  • Maintain Aircraft Rescue and Firefighting (ARFF) readiness through drills, specialized training, and FAA requirements.
  • Respond to natural disasters/service requests; perform necessary duties for life/property preservation within TIA.
  • Respond to calls for emergency medical services; provide medical care within certification/protocol scope.

Fire Prevention Bureau (Section 100.09)

  • Conduct periodic inspections of commercial establishments and residential structures with three/more dwelling units, for fire code compliance.
  • Inspections are prioritized from highest to lowest such as: complaints, re-inspections, state mandated inspections, permit inspections, target hazards, and other commercial properties.
  • Issue orders to correct violations that could cause fire or endanger life.
  • Issue permits as required by city ordinance and/or city council resolution.
  • Review plans for new construction and renovation to determine compliance with fire codes. Reviews include Meetings, Drawings, Review Committees and plans.

Communications Division (Section 100.14)
