Marpol Annex V

• The YELLOW SEA is not a Special Area under Marpol Annex V.
• There are 8 Special Areas listed in Marpol Annex V.

Marpol Annexes

• ANNEX I covers the prevention of pollution by oil from operational measures as well as from accidental discharge.
• ANNEX II explains Categories X, Y, & Z of Noxious Liquid Substances.
• ANNEX III states regulations for the prevention of pollution by harmful substances in packaged form.
• ANNEX IV regulates the discharge of sewage into the sea from ships.
• ANNEX V generally prohibits the discharge of all garbage into the sea, except as provided otherwise in regulations 4, 5, & 6 of that Annex.
• ANNEX VI limits the main air pollutants contained in ships' exhaust gas.

Oil Tankers

• Under Annex I, Oil Tankers are required to have DOUBLE HULL.
• Regulations of Annex IV apply to ships engaged in international voyages, which are 400 GROSS TONNAGE & ABOVE OR CARRYING MORE THAN 15 PERSONS.
• Slop tanks shall be provided on Oil Tankers of 150 GROSS TONNAGE AND ABOVE.

Sewage Disposal

• Sewage which is not comminuted or disinfected may be discharged at a distance of more than 12 N.M. FROM THE NEAREST LAND.
• Sewage which is not comminuted or disinfected may be discharged provided that the ship is enroute at not less than 4 KNOTS.

STCW Code

• The mandatory part of the STCW Code is PART A.
• Recommended guidance of the STCW Code can be found in PART B.
• A CERTIFICATE OF PROFICIENCY is a document issued by the Administration in relation to maritime trainings.

Certification Requirements

• Every candidate for certification as Master must have at least 36 MONTHS of sea-service as OIC-NW.
• Every candidate for certification as Chief Mate must have at least 12 MONTHS of sea-service as OIC-NW.
• Trainings such as Proficiency in Survival Crafts & Rescue Boats, and Advanced Fire Fighting must be renewed every 5 YEARS.
• Mandatory minimum requirements for the certification of OIC-NW can be found in REGULATION II/1 of the STCW Convention.
• Mandatory minimum requirements for certification of GMDSS operator can be found in REGULATION IV/2 of the STCW Convention.
• Mandatory minimum requirements for security related training & instruction for all seafarers can be found in REGULATION VI/6 of the STCW Convention.

Convention Dates

• The 2010 Manila amendments entered into force on JANUARY 1, 2012.
• The STCW Convention first entered into force on APRIL 28, 1984.
• Marpol Annex V entered into force on DECEMBER 31, 1988.
• Marpol Annex VI entered into force on MAY 19, 2005.

Seafarers Levels

• The different levels of seafarers according to STCW Code are Operational, Management, and Support Level, except one.
