  • Stakeholder engagement is an ongoing process throughout the project lifecycle. Early engagement is crucial for effective management of environmental and social risks. It is most effective when integrated into project decisions, and with assessment, management and monitoring of risks and impacts. It's an integral part of every phase of the project; from preparation and design to implementation.
  • This ESS should be read in conjunction with other ESS documents (ESS1, ESS2, ESS4, ESS5, ESS7, and ESS8) as specific guidelines are outlined in these other sections for workers, emergency preparedness, resettlement, indigenous peoples, and cultural heritage. Requirements regarding engagement with workers are in ESS2; special provisions on emergency preparedness and response are in ESS2 and ESS4, and those for involuntary resettlement, Indigenous Peoples, and cultural heritage are in ESS5, ESS7, and ESS8. Specific disclosure and consultation procedures are required for these situations.
  • The objectives include establishing a systematic stakeholder engagement approach, assessing stakeholder interest, promoting effective communication, ensuring timely and appropriate information disclosure on environmental and social risks and impacts. Project information must be disclosed promptly before appraisal, including details on project purpose, nature, scope, duration, potential risks and impacts (especially on vulnerable groups), mitigation plans, stakeholder engagement process, public consultations, grievance resolution, procedures. Procedures for feedback, grievance resolution, appeals, and mechanisms for feedback and grievance resolution will be clearly documented. Relevant local languages, disability considerations, literacy needs, accessibility, and access must be considered. Grievance procedures and decision-making processes need to be clear and transparent.
  • The scope of application covers all projects supported by the Bank through Investment Project Financing. Stakeholder engagement is an integral component of project environmental and social assessments and implementation; it begins at the earliest stages.
  • For the purpose of this ESS, a stakeholder is defined as anyone directly or indirectly affected by the project, or anyone with an interest in the project; encompassing project-affected parties and other interested parties. Project-affected parties are those individuals or groups affected or potentially affected by a project, while other interested parties are those with an interest in the project, but not directly affected. Project-affected parties may include individuals or groups that are disadvantaged, susceptible to harm, or hold specific concerns/priorities about risks/impacts, requiring differentiated engagement. Disadvantaged or vulnerable stakeholders may need tailored engagement and support. This includes considering ways to reduce obstacles to participation, taking into account diverse needs and vulnerabilities. Vulnerable groups include the elderly, minors, those separated from their families, those with disabilities or limited literacy, and those experiencing socioeconomic disadvantage. Project risks and mitigation should also consider how the risks might disproportionately affect vulnerable and disadvantaged groups.

  • A Stakeholder Engagement Plan (SEP) must be developed and implemented as part of project preparation, and should be proportionate to the nature and scale of the project and its risks/impacts. The SEP must include specific methods and times for engaging diverse stakeholder groups, differentiating engagement based on stakeholder needs. The plan will address timing, methods, information needs, and cultural considerations for each group, taking into account diversity and differing needs. Engagement methods will include written, verbal, and interactive methods suitable for diverse groups and circumstances. Measures will account for communication barriers and participation obstacles, especially for vulnerable groups, and will be clearly documented accounting for each stakeholder group. A draft of the SEP must be disclosed along with relevant project details and stakeholder needs, including those that may require tailored methods. Specific information on the project, including its duration, potential risks, impacts, and mitigation strategies, should be presented clearly. Procedures for feedback, grievance resolution, appeals, and mechanisms for feedback and grievance resolution will be clearly documented (procedures, timelines, access). Relevant local languages, disability considerations, literacy needs, accessibility, and access must be considered. Grievance procedures and decision-making processes need to be clear and transparent. Grievance mechanisms should be accessible and inclusive.
  • Appropriate and timely information disclosure to stakeholders is required including project purpose, nature, scope, duration, potential risks and impacts (especially on vulnerable groups), mitigation plans, stakeholder engagement process, public consultations, grievance resolution and procedures (including response times). Disclosure is ongoing, not just during project appraisal. The disclosure process should be accessible and culturally appropriate, considering local languages, disability, literacy, gender, mobility, and differences in access needs, and be delivered in a meaningful and understandable format. Detailed information in accessible formats will be provided.
  • Meaningful and ongoing stakeholder consultation and response to concerns must be established. A two-way process should be used. Stakeholder feedback and concerns should be acknowledged and addressed promptly. The Borrower must act in response to stakeholder feedback and grievances in a timely, compliant, transparent, and culturally appropriate manner, including documented grievance process. This will include appropriate language(s), accessibility, consideration of disabilities/literacy needs, a grievance/feedback process with defined procedures and access to independent evaluation or mediation for complex grievances, plus transparency including procedures for appeals, and documented communications/responses from parties, dispute resolution mechanisms.
  • The Borrower's organizational structure should explicitly and clearly define responsibilities for stakeholder engagement. Designated staff, clear roles, responsibilities, and authorities concerning stakeholder engagement activities, resources for engagement, grievances, and communication channels/feedback pathways for appropriate stakeholder management should be defined. Documentation of grievances and responses must be maintained. Capacity for ongoing engagement and stakeholder management, including conflict resolution and mediation, must be clearly established and adequately resourced. Grievance mechanisms should be proportionate to potential project risks, be accessible to all and inclusive. Grievance procedures will need to incorporate provisions for addressing grievances from project stakeholders from various situations and circumstances to ensure mechanisms are appropriate.
