Staging in Emergency Incidents
- Staging refers to an assigned geographical location outside the controlled area where personnel and equipment can be assembled on an immediately available basis, prioritizing personnel safety over easy access.

- Staging locations should be in a safe environment, away from suppression activities, and outside the controlled area.
- The safety of personnel is the prime consideration when selecting a staging location.
Staging Officer Responsibilities
- The Staging Officer manages the Staging Sector, ensuring a suitable location, notifying Command of the location, and relocating if the location becomes unsafe.
- The Staging Officer is responsible for:
- Ensuring all personnel PIT in and out
- Maintaining a log of resources (personnel and equipment)
- Ensuring personnel within Staging remain equipped and ready for immediate assignment
- Accounting for all personnel during a PAR (Personnel Accountability Report)
- Contacting Command for new resources as needed
- Notifying personnel of re-assignment, and ensuring face-to-face communications within Staging
Personnel Assigned to Staging
- Personnel assigned to Staging must:
- Report face-to-face to the Staging Officer and PIT in
- Ensure routine communications within Staging are done face-to-face
- Remain in a ready state
- Be aware of their assignment, correct radio channel, and Sector to report to
- Bring required specialized equipment
- PIT out when leaving Staging
Staging at High-Rise Incidents
- At high-rise fires, staging is typically set up two floors below the fire floor, if possible.
- A Sector Officer should be assigned as soon as possible.
Accessing Equipment and Personnel within Staging
- Command must request personnel and equipment from Staging.
- The Staging Officer delegates personnel and equipment, communicates face-to-face with assigned personnel, and conveys pertinent information.
- The Staging Officer reconfirms with Command that personnel have been deployed from Staging to a new Sector.
