    Program Scope

    • All Spring Fire Department (SFD) members using self-contained breathing apparatus (SCBA) are required to participate in the Wellness Program.
    • Members not using SCBA, such as administrative staff, must still participate in the yearly medical physical.

    Program Components

    • The SFD Wellness Program includes:
      • Annual medical physicals
      • Annual fitness assessments
      • Fitness training

    Annual Medical Physicals

    • Conducted by a contracted healthcare provider, the physical exam includes a health risk appraisal and physical exam including vital signs, pulmonary function test, hearing test, blood chemistry lab tests, and specific cardiopulmonary and cardiovascular assessments.
    • The health care provider (HCP) certifies members' medical fitness for emergency operations.
    • If the HCP identifies a health condition preventing a member from performing their duties safely, they will notify SFD HR.
    • The individual will be referred to a physician for further evaluation and a fit-for-duty evaluation before returning to duty.

    Annual Fitness Assessments

    • All SFD members using SCBA are assessed yearly on muscular strength, muscular endurance, body composition, aerobic capacity, and flexibility.
    • Scores are age-relevant, categorized as Poor, Fair, Good, Excellent, and Superior.
    • Incentives are offered for achieving Good, Excellent, or Superior scores.
    • Members scoring Fair or below receive an Exercise/Nutrition prescription from the Wellness Program Coordinator (WPC) or a Peer Fitness Trainer (PFT) and participate in a 90-day program.
    • A follow-up fitness assessment is conducted after 90 days.
    • If the member fails to achieve at least Fair, they are assigned a new PFT, and the process repeats until a Fair score is achieved.

    Fitness Training

    • All members on duty from 0600-1800 participate in 60-90 minutes of fitness training daily.
    • Members on duty from 1800-0600 are encouraged to participate in fitness training if they have not already done so during the day.
    • Supervisors are responsible for providing a 60-minute block of time for fitness training each day.
    • If a supervisor is concerned about a member's fitness level, they should contact the WPC, who may assign a PFT to develop an exercise/nutrition prescription.

    Confidentiality

    • All medical information is considered confidential, including fitness evaluations, under the Health Insurance Portability and Accountability Act (HIPPA).
    • Information can only be shared with SFD to ensure the employee’s and others’ health and safety and for fitness-for-duty evaluations.

    • The test is performed by holding a plank position for as long as possible.

    Body Fat Assessment

    • Body fat is assessed using a 3-point caliper test and the Jackson Pollock Formula.
    • The 3-point caliper test is a common method for measuring body fat percentage.
    • The Jackson Pollock Formula is an equation used to estimate body fat percentage based on caliper measurements.
    • Separate scores are provided for men and women, based on age group.

Spring Fire Department Policies and Procedures

    • The Spring Fire Department Wellness Program is designed to encourage and facilitate optimal wellness for all Spring Fire Department members.
    • All SFD members who are subject to the use of self-contained breathing apparatus (SCBA) are required to participate in all components of the SFD Wellness Program.
    • The Wellness Program is based on the current recommendations of the International Association of Firefighters (IAFF), the International Association of Fire Chiefs (IAFC) Wellness-Fitness Initiative, National Fire Protection Association (NFPA) 1582, and NFPA 1583.

    Wellness Program Components

    • The program includes nutrition counseling and/or education, fitness training, fitness assessments, annual physicals, and professional assistance and/or advice from an on-duty peer fitness trainer.
    • The program is non-punitive in nature and is designed to help members meet the physical demands of their position.

    Key Roles

    • Wellness Program Coordinator (WPC): Directs the Wellness Program
    • Peer Fitness Trainer (PFT): Fire department personnel trained to provide wellness education, nutritional guidance and assistance in the design programming of fitness routines
    • Health Care Provider (HCP): Agency contracted by the Spring Fire Department to conduct medical physicals

    Annual Fitness Assessments

    • All SFD members who are subject to the use of SCBA will be assessed yearly.
    • The assessment complies with NFPA 1583 guidelines and includes measurements of muscular strength, muscular endurance, body composition, aerobic capacity and flexibility.
    • The scoring for the assessment is age-relevant using 10-year increments.
    • Members are placed into one of five categories based on their score: Poor, Fair, Good, Excellent, and Superior.
    • Members obtaining Good, Excellent, or Superior receive incentives.
    • Members not obtaining at least Fair will be prescribed an exercise and nutrition plan by the WPC or a PFT.

    Fitness Training

    • All members staffing from 0600-1800 are required to participate in 60-90 minutes of fitness training each day they are on duty.
    • Members staffing from 1800-0600 are encouraged to do the same unless they have already participated in fitness training during the day.
    • Fitness training is given the same priority as other forms of training and supervisors are responsible for providing at least a 60-minute block of time for fitness training each day.

    Confidentiality

    • All medical information is strictly confidential and protected by HIPAA.

    Fitness Activities

    • Members must choose fitness activities that improve muscular strength, muscular endurance, increase flexibility, and improve anaerobic and aerobic capacity.
    • Team sports are not considered appropriate fitness training.

    Supervisor Responsibilities

    • Supervisors must preserve crew integrity, ensure their crew is familiar with fitness equipment and training principles, remain in the first-due response area or coordinate alternative options with the on-duty Chief, project a professional image at all times, and remind their crew to use the time allotted for fitness training.
