Spring Fire Department Utility Task Vehicle (UTV) Policy

Purpose: To provide guidance for Spring Fire Department personnel on the use, care, and maintenance of the UTV. The UTV is used for off-road rescues and fires inaccessible by traditional apparatus.

Scope: All Spring Fire Department personnel are responsible for understanding and complying with the policy.

Review: The Fire Chief or designee is responsible for annually reviewing the policy and confirming its accuracy.
Personal Protective Equipment (PPE)
- Eye protection must be worn at all times when operating the UTV, regardless of terrain.
- Helmets and gloves are required for operating on unimproved surfaces, but not necessary on improved surfaces if all crew members are seated with seatbelts fastened.
UTV Operators
- Only approved operators who have completed the lecture and driving courses may operate the UTV.
- A second crew member must be familiar with operations but does not need to be an approved operator.
UTV Trailer
- Storage: The UTV trailer is permanently attached to SQ70. If SQ70 is used for other purposes, the trailer must be reattached upon return.
- Securing: The UTV must be securely strapped down to the trailer, ensuring compression is released from the suspension.
- Inspection: All straps should be inspected prior to transport. Trailer lights, chains, locking pin, ramp, and tire pressure must be checked during weekly inspections.
Weekly Apparatus Inspection
- Fuel: Check fuel levels and condition. Run the engine weekly to circulate fuel.
- Tires: Check tire inflation and inspect for tread or sidewall damage.
- Lug Nuts: Ensure all lug nuts are present and tight. Report any loose or missing lug nuts to the mechanic.
- Brakes: Inspect braking system components for damage.
- Oil: Check oil level before starting the engine.
- Cooling System: Inspect the radiator for cleanliness and obstruction, and check the coolant level.
- Steering: Check for abnormal play in steering linkage and ensure the wheels turn fully in both directions.
- Battery: Ensure the battery is securely mounted with tight and clean cable ends.
- Seat Belts: Inspect seatbelts for damage and ensure buckles function properly.
- Lighting: Visually confirm all headlights and emergency lighting are operational.
- Bed Tilt: Ensure the bed tilt latch is secure.
UTV Storage
- Store the UTV with an empty water tank.
- Maintain a full fuel level when not in use.
- Keep the UTV plugged into the 110v power source when inside the apparatus bay, disconnecting the pigtail for the battery maintainer before leaving the station.
Staffing
- The UTV shall not be operated with less than two personnel.
- The preferred staffing method is to utilize one firefighter from each of the staffed apparatus at the station. This allows all apparatus to remain in service while the UTV responds.
- If adequate staffing is unavailable, two members from the in-service apparatus will respond with the UTV, followed by the crew in a non-emergency mode.
Incident Use
- Safety: All personnel must be seated with seatbelts fastened and the safety net secured during operation.
- Command: The on-duty District Chief must respond whenever the UTV is deployed for an emergency response.
- Towing: The preferred towing vehicle for the UTV trailer is SQ70. Alternate vehicles may be used, but must have a trailer braking system and be capable of towing the combined weight of the trailer and UTV. Booster trucks are prohibited from towing the trailer.
- Emergency Response: SQ70 and the UTV trailer can respond in emergency traffic if requested. Extreme caution must be exercised, and extended braking distance must be considered.
- Off-Road Operations: If the UTV will be used for off-road rescue, the water tank should be empty, straps inspected, and the EMS bag and other extraction equipment confirmed to be in place.
- Firefighting: If the UTV will be used for off-road firefighting, the water tank should filled by the on-scene fire apparatus and operators must ensure they have the necessary firefighting equipment and adequate personnel.
Public Relations Events
- Public relations events involving the UTV must be coordinated with the Deputy Chief of Operations and the Assistant Fire Chief.
- They will determine whether the event will be staffed by on-duty or off-duty personnel.
- Non-fire department personnel may not ride on the UTV unless authorized by a Chief officer.
