    Study Notes

    Blue Team SOP 900.01

    • Used for: citizen complaints, use of force, vehicle accidents, K9 utilizations, and vehicle pursuits.

    Passive, Active, or Aggressive Physical Resistance

    • No Blue Team for deadly force and investigated by FDLE.

    Vehicle Accident Report

    • Not required if damage to any Sheriff's Office vehicle caused by an intentional act or a motor vehicle crash with a vehicle or object where there is no damage, injury, or claim of injury.
    • Defined as a collision between a Sheriff's Office vehicle and any other motor vehicle or object which results in any property damage, injury, or complaint of injury to any person.

    Blue Team Report Initiation

    • Supervisors shall initiate Blue Team reports on the date of the incident prior to the end of their tour of duty, or on the date information was received which indicated a Blue Team report was necessary.

    Blue Team Report Submission

    • All Blue Team reports shall be forwarded to the Professional Standards Bureau and/or respective Department Commander no later than 30 days after the date of initiation.

    Multiple Investigations

    • One incident could result in three independent Blue Team investigations, for example:
      • Use of Force Report
      • Vehicle Accident Report
      • Vehicle Pursuit Report

    Allegations of Employee Misconduct

    • Shall be documented within Blue Team, regardless of the disposition.

    Types of Forces Used

    • Every level of response used by the deputy, whether effective or not effective, shall be listed in the Types of Forces Used section, Involved Employee field.

    CEW (Conducted Energy Weapon) Usage

    • Shall be documented, including the effectiveness of the response.

    Reporting Guidelines

    • The text shall be written in "Sentence case," not "UPPERCASE".
    • The results of the function test and the digital battery capacity shall be noted in the Summary of Incident section.
    • Investigation shall be written in first-person narrative (e.g., I, we).
    • Interview(s) shall be written in third-person narrative (e.g., he, she, they).

    Conclusion

    • Shall highlight the supervisor's findings to include policy compliance violations, disciplinary parameters, and/or training needs.
