Study Notes
Firearms Instructor and Qualification
- The Chief Firearms Instructor will review the application form and contact the applicant to inform them of any issues with the form.
- The applicant will be notified of the date and location for qualification and the number of rounds of ammunition to bring to the range.
- The Chief Firearms Instructor may request to check the firearms and ammunition prior to the applicant reporting to the range.
Collection of Qualification Fees
- Firearms instructors will determine and collect the qualification fee from the applicant prior to the qualification session.
- The applicant will be given a receipt, and payments must be made by check or money order payable to the Charles County Sheriff's Office.
Electronic Messages and Cell Phone Use
- Electronic messages sent or received on Agency-issued devices are considered property of the Sheriff's Office and are subject to monitoring or interception.
- Employees are obligated to follow the rules and regulations of the State of Maryland or any other federal, state, county, or municipal law regarding cell phone use while driving.
General Response Assignment Guidelines
- Personnel receiving calls for service will make every effort to obtain all available information concerning the call.
- If the call taker has any doubt concerning the nature of the incident, the doubt will be resolved in favor of the higher priority.
- Patrol officers, with the approval of a Patrol Supervisor or higher-ranking Agency officer, have the ability to change a call's priority code.
Inoperable Emergency Equipment
- Marked patrol vehicles will be immediately removed from service if the overhead light bar or siren is out of service.
Weather and Alarm Response
- Weather incidents, such as heavy rain, wind, lightning, and thunderstorms, can cause alarms to activate.
- During weather incidents, the False Alarm Notification Form will be completed only once at repeat alarm locations.
Contact with Resident or Employee
- Responding officers must be cautious not to speculate as to the cause of the alarm or make any references to the alarm possibly not being false.
- Officers must be cautious about making any comments that might leave the impression that the alarm will be cleared as a legitimate alarm call.
Noise Ordinance
- The Charles County Health Department is responsible for enforcing the noise ordinance.
- The Enforcement Officer for a noise originating from an animal source is the Chief of the Division of Animal Control Services or the Chief's authorized designee.
Training, Certification, and Maintenance
- Only officers who have completed approved Agency training and possess current certification are permitted to use sound level meters for enforcement purposes.
Incident Command and Communications Vehicle (ICCV)
- The ICCV is a mobile staging/communications facility used for specialized situations, including parades, civil disturbances, and natural disasters.
- The ICCV serves as a tertiary (or backup) Public Safety Answering Point (PSAP) for 911 Communications.
ICCV Deployment
- The ICCV is deployed for critical incidents or unusual occurrences, and deployment is authorized by a command level officer.
- The Incident Commander will designate a safe location for the ICCV to be set up.
Requests for Deployment by Other Agencies
- The ICCV can be made available to other governmental agencies for unusual occurrences upon approval of the Sheriff or a command level officer.
ICCV Care and Maintenance
- The Commander, Communications Section, is responsible for scheduled maintenance and service of the ICCV.
- The vehicle will be inspected monthly, and all equipment will be tested for operational readiness.
