Search Procedures in Correctional Institutions
- Institutional Head/District Director Responsibilities:

Search Plan Elements
- General Search Plan: Includes all elements in Annex B, except for Community Correctional Centres.
- Routine Searches: Non-intrusive and frisk searches are permitted under section 47 CCRR.
- Ballistic Threat: Any search with ballistic threat requires a Ballistic Threat Risk Assessment (CSC/SCC 1518e).
- Community Correctional Centers: Search elements outlined in Annex C.
Searching of Specific Items
- Indigenous/Sacred Items: Owners manipulate items for visual inspection; Elders/Chaplains/representatives (non-offenders) examine if owner is uncooperative.
- Gender Diverse Offenders:
- Individualized protocol (OMS) records needs; Correctional Manager/community Parole Officer create or update as needed.
- Assistant Warden/Parole Officer Supervisor makes final decision (within three business days); rationale is documented
- Staff of the chosen gender conducts the search (exceptions for emergencies only, documented according to CD 568-2)
- Offender choice for frisk/strip searches (including split searches, where parts of body searched by staff of different genders, with each stage private)
Specific Search Types
- Frisk Searches (excluding gender diverse offenders):
- Conducted by male or female staff. In the case of men, females are acceptable but male staff are necessary if requested by the offender.
- Offenders supervised under long-term orders exempt from routine frisk searches
- Body Scan Searches:
- Conducted if scanner is functional, staff are trained.
- Used when routine strip searches prescribed (Annex B)
- Compliant offenders enter scanner under trained operator direction.
- Operator must be same gender or in compliance with the individualized protocol.
- Images analyzed for contraband; refusal/inability documented (Statement/Observation Report)
- Scan is valid if offender complies, remains still, and images are clear
- Non-compliance may result in other search methods
- Strip Searches (excluding Community Correctional Centres):
- Private, no public visibility.
- Same sex as the offender (or in compliance with individualized protocol) conducts and witnesses the search.
- Emergency Searches:
- Staff can conduct a strip search (no prior authorization required) if a delay to get authorization, or to comply with gender requirements, presents a safety risk
- Exceptional Power of Search (Section 53 CCRA):
- Institutional Head can authorize frisk or strip search of all offenders if there's a reasonable belief that contraband poses a substantial danger to human life/safety or institution security.
- Necessary to seize contraband and avert danger (authorizations in writing, using the Search Authorization form (CSC/SCC 1366).
- Community Correctional Centers exception: District Director may authorize frisk searches, but not strip searches, under these circumstances.
- Body Cavity Searches (excluding Community Correctional Centres):
- Staff member notifies Institutional Head if contraband suspected in a body cavity
- If the Institutional Head is satisfied of reasonable grounds to believe a body cavity search is necessary, they can authorize the search by a registered health care professional.
- Offender's consent is required
- Provide opportunity for offender to contact legal counsel before consent sought
- Dry Cell Use (excluding Community Correctional Centres):
- Dry cell used for contraband expulsion in rectum/digestive tract (following reasonable grounds to believe this is the case)
- Initial detention up to 72 hours, then two 24-hour extensions are possible (maximum 120 hours total).
- Extensions may be authorized under specific circumstances (constipating agents, or intentional prevention of expulsion).
- Body scanner use for authorizing/continuing dry cell placement
- Written reasons for dry cell detention provided to the offender
- Reports required (to Regional Deputy Commissioner, potentially Director General) based on dry cell duration.
Reporting Requirements
- Search Reporting: Required for non-routine searches, emergency searches, force used in strip searches, contraband detection, dry cell use, body cavity searches, seizures
- Exceptional Search Reports: Institutional Head prepares and submits reports (Search Authorization Form, Post-Search Report, Exceptional Search Report Checklist) within five working days, to relevant personnel.
Seizure of Contraband/Unauthorized Items
- Contraband Tagging: Items seized get a tag (CSC/SCC 0482) and stored securely.
- Cultural/Religious Items: Elder/Spiritual Advisor/Chaplain consulted for proper treatment of seized items, following CD 568-5.
