Road Pavement
- Major, minor roads, and motor courts for economic and socialized housing projects must be paved with asphalt (minimum thickness of 50 millimeters) or concrete (minimum thickness of 150 millimeters and a minimum compressive strength of 20.7 Mpa at 28 days).
- Sidewalks and alleys should have a macadam finish.
Road Intersection
- Roads should intersect at right angles whenever possible.
- Multiple intersections along major roads should be minimized.
- The distance between offset intersections should not be less than 20 meters from corner to corner.
- Road intersections need adequate curb radii to adhere to sound engineering principles.
Road Grade/Slope
- The crown of roads should have a slope of at least 1.5 to 9 percent.
- Grades and vertical curbs must comply with Department of Public Works and Highways (DPWH) design requirements.
Lot Requirement
- Each lot should have independent access via a road, motor court, or path walk.
- Path walks are limited to 60 meters and are for pedestrian access only (socialized housing projects).
- Deep lots and irregularly shaped lots should be avoided.
- Lot frontage elevation should ideally be at street level.
- Lots must be protected from physical hazards such as erosion, slides, flooding, fault lines, etc.
- Lots should be protected from non-conforming uses and risks through buffer strips, protective walls, roads, or similar devices.
- Lot layouts should avoid bisecting lots with administrative boundaries, water courses/drainage ways, and utility lines.
Fire Hydrants and Cisterns
- Local Government Units must provide each community with functional fire hydrants and cisterns.
- Multi-storey buildings require a water tank if the building height requires pressure exceeding that of the main water line.
- The tank’s capacity should be 20% of the average daily demand plus a fire reserve.
Electrical Power Supply
- Subdivision connection to an existing power source is required if available in the project site's locality.
- Actual connections may depend on the minimum number of users as required by the power supplier.
- Street lighting is mandatory: per pole if the poles are 50 meters apart; every other pole if the distance is less than 50 meters.
- Installation practices, materials, and fixtures must comply with the National Electrical Code of the Philippines or the Local Electric Franchise Holder/Local Electric Cooperative or the local utility company.
- Electric bills are shared proportionally by users prior to the issuance of a Certificate of Completion (COC) and the transfer of the open space to the Local Government Unit (LGU).
Sewage Disposal System
- Sewage disposal systems can be communal or individual septic tanks, compliant with design standards outlined in the Sanitation Code of the Philippines.
- When applicable, connections should be made to an approved public or community sewer system, adhering to the Sanitation Code of the Philippines and other relevant regulations.
Drainage System
- The subdivision’s drainage system design must consider existing development in neighboring areas, considering their impact on the subdivision’s drainage.
- The drainage system should align with the subdivision site’s natural drainage pattern and drain into appropriate water bodies or public drainage systems or natural outfalls.
- Drainage should not be directed to a private lot.
- The layout should conform to sound engineering design principles certified by a licensed civil/sanitary engineer.
- Drain lines should be made of durable materials and installed using approved practices.
- The minimum drainage system for economic and socialized housing should consist of a concrete-lined canal with a load-bearing cover.
Fire Protection
- Fire protection facilities must comply with the Fire Code of the Philippines.
Electrical Power Supply
- Individual household connection to primary and alternate power sources is mandatory if service is available in the locality.
- Street lighting provisions are mandatory: per pole if 50 meters apart; every other pole if less than 50 meters apart.

- Underground drainage systems should be provided with adequate reinforced concrete pipes (RCPs), catch basins, manholes/inlets, and cross drains for efficient maintenance.
- The minimum drainage pipe diameter should be 300 millimeters.
Sewage Disposal System (Economic and Socialized Housing)
- Individual septic tanks must adhere to the standards and design of the Sanitation Code of the Philippines.
- When applicable, connect to an approved public or community sewer system, following the Sanitation Code of the Philippines and other related regulations.
Distance Between Buildings
- The distances between buildings should be maintained adequately to ensure sufficient light and ventilation.
- For buildings where the taller structure does not exceed 2 storeys, the minimum distance is 4.0 meters. The minimum horizontal clearance for roof eaves is 1.50 meters.
- For buildings where the taller structure has 3 or 4 storeys, the minimum distance is 6.0 meters, and the minimum horizontal clearance for roof eaves is 2.0 meters.
- For buildings with more than 4 storeys, the minimum distance is 10 meters, and the minimum horizontal clearance is 6.0 meters.
- Buildings with blank walls facing each other have exceptions to these distances. The minimum distance is 2.0 meters, and the horizontal clearance is 1.0 meter.
- The shortest distance between two buildings is used to measure the required distance.
Parking Requirements
- For multi-family dwellings and condominiums, the parking requirement is one (1) parking slot per eight (8) living units.
- An average automobile (car) parking slot is computed at 2.5 meters by 5.0 meters for perpendicular or diagonal parking or 2.15 meters by 6.0 meters for parallel parking.
- Driveways can be used as parking areas as long as the minimum right-of-way is maintained.
Proof of Development
- Subdivision projects must undergo: land clearing and grubbing, road tracing, earthworks, sub-base and base preparation activities, and entrance gate construction (if included in the brochure, advertisement, or development plan).
- Condominium projects require civil and structural foundation work including excavation, pile driving, concreting, steel reinforcement, and formworks.
Notice of Publication
- Upon evaluating the completeness and accuracy of submitted documents, the Board will publish a notice of application for a Certificate of Registration in a newspaper of general circulation (English or Pilipino).
- The notice will state that an application for a registration statement for the sale of subdivision lots and condominium units has been filed with the Board and that the application and attached documents are open for inspection during business hours.
- A 3’ x 6’ billboard notice of the project should be posted on the project site until the issuance of the license to sell.
- Failure to publish the notice of filing of a registration statement within two (2) weeks of receiving notice to publish from the Board requires the owner/developer to re-file the application for a Certificate of Registration.
Certificate of Registration
- After five (5) days from completing the publication outlined in Section 15 and upon submission of the affidavit of publications, executed by the publisher, the Board will issue a Certificate of Registration, provided there are no objections to the project registration and the prescribed fees have been paid.
License to Sell
- Owners or developers cannot sell any disposable subdivision lot or condominium unit in a registered property without a license to sell from the Board. The license is issued within two weeks of registering the project.
