Risk Management (RM) Fundamentals
- RM is applied at three levels: deliberate, time critical, and institutional
- Deliberate applications include planning of upcoming operations, review of standard operating procedures, and development of damage control and disaster/emergency response plans
- Time critical level is used during daily operations and crisis response scenarios, where personnel use the Time Critical Risk Management (TCRM) ABCD Model to facilitate RM
Five-Step Process for RM
- Identify Hazards: recognizing any condition with potential to negatively impact the task or mission
- Conduct an Operational Analysis: breaking down the task or mission into manageable phases to identify potential sources of risk

- The Commandant of the Marine Corps (CMC) is responsible for the operations of the material support system and its performance
- The CMC is appointed by the President, by and with the advice and consent of the Senate, for a term of 4 years

Marine Corps Mission and Organization Fundamentals
- Marine Corps operating forces consist of Marine Corps forces assigned to combatant commanders, the Marine Corps Reserve, security forces, and special activity forces
- Marine Corps Forces include combat, combat support, and combat service support units, normally task-organized as Marine Air-Ground Task Forces (MAGTFs)
- The lead echelon of the MEF is designated the Marine Expeditionary Force (Forward) (MEF [FWD])
- MEFs may conduct sustained operations ashore upon completion of an amphibious operation or by deploying from the sea, land, or air and linking up with maritime prepositioning ships
Marine Expeditionary Forces (MEFs)
- There are three standing MEFs:
- I MEF, based in Southern California and Arizona
- II MEF, based in Virginia, North Carolina, and South Carolina
- III MEF, based in Japan and Hawaii
Marine Expeditionary Brigades (MEBs)
- MEBs are mid-sized MAGTFs that conduct major security cooperation operations, respond to larger crises or contingencies, or participate in major operations and campaigns
- Each MEB orients toward its respective GCC's Area Of Responsibility (AOR) and provides general officer-level crisis response JTF command
- MEBs are built around a Reinforced Infantry Regiment, an Aircraft Group, and components of an MLG
- MEBs are normally commanded by a Brigadier General
Marine Expeditionary Units (MEUs)
- MEUs are task-organized with up to 15 days sustainment and consist of:
- A standing CE
- A GCE consisting of an Infantry Battalion reinforced with Artillery, Reconnaissance, Engineer, Armor, Assault Amphibian units, and other detachments as required
- An ACE consisting of a Marine Medium Tiltrotor Squadron (VMM) reinforced with detachments from a Marine Heavy Helicopter Squadron (HMH), Marine Light Attack Helicopter Squadron (HMLA), Marine Attack Squadron (VMA), Marine Unmanned Aerial Vehicle Squadron (VMU), Marine Air Traffic Control Detachment (MATCD), Marine Wing Support Squadron (MWSS), and Marine Aviation Logistics Squadron (MALS)
- An LCE consisting of a Combat Logistics Battalion (CLB)
- MEUs provide a forward-deployed, sea-based, rapid crisis response capability to execute a full range of military operations
- MEUs are organized, trained, and equipped as self-sustaining, general-purpose expeditionary MAGTFs that possess the capability to conduct a range of military operations in support of various contingency requirements
