General Guidelines
- Refer to the 100 series SOGs for Pre-incident Planning, Response and Communication Center guidelines.
- Refer to the 200 series SOGs for Incident Management System, Communication and Accountability guidelines.
- Refer to the 300 series SOGs for General Operations guidelines
- Refer to the 400 series SOGs, especially the 420 series for tactical guidelines.
Response Guidelines
- The Communication Center may provide additional information such as hydrant availability and location.
- The first arriving unit may request additional units based on visible/reported conditions, knowledge of the structure, water supply, and other unusual circumstances.
- Arriving units should ensure room for Aerial operations if there is a potential.
Responsibilities - First Arriving Unit
- Establish Incident Command and manage the incident until command is transferred or terminated, per SOG 200-02.
- Give an Arrival Report, refer to SOG 420-01 Fire Attack Operations.
- If the Aerial apparatus arrives first, the Company Officer ensures it is utilized efficiently based on Engine or Aerial capacity.
Responsibilities - Incident Commander
- Manage the incident, per SOG 200-02.
- Ensure Benchmarks are performed and communicated, per SOG 210-01.
- Assign an Incident Safety Officer.
- Ensure all personnel wear appropriate PPE.
- Ensure personnel accountability is in place, per SOG 220-01.
- Ensure the two-in/two-out rule is followed, per SOG 220-02.
- Ensure a reliable water source is established for all working fires (residential, commercial, or wildland).
Responsibilities - Company Officers
- Each Company Officer communicates benchmarks and progress reports, per SOG 210-01.
Responsibilities - Firefighters
- Each firefighter performs in a safe manner and follows all applicable SOGs.
Unit Assignments
- The listed assignments are default assignments for residential structure fires
- Emergency incident assignments will be determined by differences within each event
First Arriving Engine
- Primary Search is the first arriving Engine assignment when Rescue is the tactical priority
- Fire Attack is also a potential first arriving Engine assignment, per SOG 420-01.
- First Arriving Engine operation includes hoselines from tank water and Water Supply
Water Supply Guidelines
- The exception for First Arriving Engine water supply assignment is when a hydrant is close enough to the first arriving Engine.
- Water Supply should be evaluated for each incident, and may be assigned to the second or third arriving Engine based on water needs.
First Arriving Rescue
- Additional support functions include assisting with Fire Attack, Primary Search, Back-up Line, RIC, Ventilation, and Laddering or softening the structure.
- Consider assigning the medic unit to give patient care for any identified critical patients.
Second Arriving Engine
- For transferring Incident Command, refer to SOG 200-02 Incident Command sequence.
- An IDLH IC means the 2nd arriving Company Officer shall confirm assignment / transfer of command with Incident Commander.
- Additional support functions of 2nd arriving engine include Back-up line, Water supply, RIC, Ventilation, Laddering or Softening the structure
Third Arriving Engine
- Additional support functions include Back-up line, Water supply, RIC, Ventilation, Laddering or Softening the structure.
Second Arriving Rescue
- Additional support functions include Assist with Fire Attack, Medical, Primary Search, Back-up Line, RIC, Ventilation, Laddering or softening the structure
- Medical staff should report to the Incident Command Post with their gear.
- If Medical isn't treating emergency patients, they should set up Rehab for firefighters, per SOG 420-08.
- Medical and Rehab should be parked to facilitate hospital transports.
First Arriving Aerial
- Aerial assignment may include Aerial Operations, per SOG 420-09.
- Truck company functions include softening the structure, ventilation, and determining roof stability.
- Ventilation must be coordinated with Fire Attack.
First Arriving Chief Officer
- The first arriving Chief Officer assumes Incident Command if the incident is escalating or unstable.
- If stable, the first arriving Chief Officer may work in an advisory capacity with the Incident Commander.
First Arriving EMS Captain
- The first arriving EMS Captain assignment should be Incident Safety Officer.
- The Incident Safety Officer completes a 360-degree size-up of the structure and follow SOG 200-03.
Second Arriving Chief Officer
- May be assigned to Command Staff, General Staff, Command Aide, Group, or Division.
