Reserve Component Compensation and Allowances

  • Reserve Component members are entitled to 1/30th of their basic pay.

Average Domestic Per Diem Rate (MDA)

Separation Pay Ineligibility

  • Service members are not eligible for separation pay if separated from active duty at their request, during an initial enlistment or obligated service, immediately eligible for retirement, appointment termination (warrant officer), court-martial, dropped from the rolls, separated under other than honorable conditions, for unsatisfactory performance or misconduct, or separated from substandard performance (officer). A regular officer who fails promotion selection twice is also ineligible. A determination by the Secretary of the Military Department concerned may also cause ineligibility. Members who decline training or request separation are ineligible. An officer separated for twice failing to promote, when offered, is also ineligible.

Separation Pay Calculation

  • Full separation pay is 10% of the number of years of active service multiplied by 12 times the monthly basic pay at separation. For example, 10% x (12 x $3,497.70) x years of service = $33,577.92.

Leave Carryover

  • A member may qualify for SLA for service and carry forward up to 120 days of unused leave when assigned to a designated deployable ship.
  • Unused leave may be carried forward until the end of the third fiscal year following the fiscal year in which the service in the qualifying hostile fire/imminent danger area is terminated.

Clothing Allowance for Recalled Members

  • Enlisted members will be paid a partial initial clothing allowance when payment due to an enlisted member reporting for recalled to active duty for more than 6 months.

Special Initial Clothing Allowance

  • Special Initial Clothing Allowance is payable upon assignment to the U.S. Naval Academy Band.
  • Special Initial Clothing Allowance is payable upon selection for appointment as a LDO/CWO/CPO.

Additional Information (Updated)

  • Enlisted members receive the cash clothing replacement allowance upon the anniversary month, each successive year.

  • A member is not considered “a member with dependents” for FSA when:

    • A dependent is placed in an institution for over 1 year.
    • A spouse is legally separated, or a child(ren) is in the legal custody of another person.
    • Joint legal and physical custody of the child(ren) reside with the member less than 14 days each month.
    • A dependent is in active duty.
    • If a member’s TDY/TAD location is within a reasonable commuting distance from the member's PDS or the HOR or if the member actually commutes daily, regardless of distance, the member is not entitled to FSA-T. A distance of 50 miles, one way, is normally considered to be within a reasonable commuting distance of a PDS or HOR. "Within a reasonable commuting distance" also may include distances of less than 50 miles and does not exceed 1-1/2 hours.

Overseas Housing Allowances (OHA)

  • A service member at a PDS OCONUS processing for separation or on terminal leave, intending to live in an OHA-based area, is eligible for OHA. To receive OHA, the service member must provide a lease and a completed and approved DD Form 2367.
  • If evacuation occurs 89 days or less after a dependent's arrival, and the service member is still receiving a dependent allowance based on the PDS OCONUS rate (FSH-O or FSH-B), no changes to housing allowances are needed, regardless of government housing assignment.
  • MIHA is an allowance to defray move-in costs for privately-owned or leased housing under the OHA program. It is not payable for government-occupied housing.
  • FSH-O is payable for PDS assignments outside the US.
  • FSH-B is payable for PDS assignments in Alaska, Hawaii, or CONUS assignments with denied concurrent travel.
  • Unmarried claimed dependent age 21 or older: DFAS-CL determines eligibility, or submits the case to the DOHA. Local Personnel Support Detachment or Navy Personnel Officer makes student determinations.

  • RC member called to active duty for more than 31 days: OCONUS COLA for the primary residence begins on the first active duty day.
  • RC member called to active duty for more than less than 30 days: Service member is authorized OCONUS COLA at the rate for his place of residence at the time called or ordered to active duty.
  • Senior commander is the TLA Authority of the Service in the country or area.
