Reserve Component Compensation and Allowances
- Reserve Component members are entitled to 1/30th of their basic pay.
- Reserve Component members separated prior to completing a specified active duty period are entitled to 10% of 12 months multiplied by years of service.
- Reserve Component members performing duty during a leap year earn 1 extra point for the extra day in February.
- RC members are entitled to advance pay for receipt of orders for Permanent Change of Station movement for 140 days or more.
- Reserve Component personnel ordered on active duty may receive the standard initial clothing allowance within more than 6 months.
Inactive Duty Training (IDT) Pay
- Members must engage in duty or training for at least 2 hours.
- If a member does not satisfy IDT eligibility requirements for an entire month, pay is prorated to 1/30th.
- Eligibility for IDT pay requires at least two hours of duty or training.
- A member who takes leave in the IDP designated area that the member is assigned for duty remains entitled to Payment of IDP.
Muster Duty
- Members ordered for muster duty must complete a minimum of 2 hours of muster duty.
- Determination of muster duty hours is by the Secretary of the Military Department.
Average Domestic Per Diem Rate (MDA)
- The General Services Administration Office calculates the Average Domestic Per Diem Rate.
Funeral Honors Duty Allowance (FHDA)
- FHDA is payable for at least 2 hours of funeral honors duty.
- Rate is $50 per FHD period, regardless of rank.
Incentive Pay for Hazardous Duty
- Reserve Component members in a pay status and under competent orders can receive hazardous duty incentive pay during IDT periods if requirements are met.
- Eligibility for toxic fuel or propellants duty HDIP is determined by DoDI 1340.09.
- HDIP for military freefall parachutist is $225 per month.
- HDIP for static line parachute jumping is $150 per month.
- A member receiving an HDIP is entitled to HDIP during the period of absence and for any period, not to exceed one year, required for hospitalization and rehabilitation after termination of the missing status.
- Officers and enlisted members entitled to HDIP for flying duty (in lieu of AvIP or CSIP) may receive no more than two other HDIPs.
- Service members performing multiple hazardous duties may receive a maximum of three HDIP payments per month.
- When a member commences hazardous duty on a date other than the first day of a month, or terminates that duty on a date other than the 30th of a month (28th or 29th of February, as appropriate) he or she is entitled to a prorated portion of rate of pay for the month.
- In order to receive HDIP, a Regular Service member must: Be entitled to basic pay; Be serving under competent orders to perform the hazardous duty; Be in training, or have completed qualifying training.
- The Secretaries of the Military Departments may offer hazardous duty incentive pay (HDIP) payments to Service members who under competent orders are required to perform duties designated as hazardous, based upon the inherent dangers of the duty and the risks of physical injury.
Special Pay Exclusions (Inactive Duty)
- Reserve Component members are excluded from special pay during inactive duty periods.
- Exceptions are foreign language proficiency bonuses and diving duty pay.
Clothing Allowances (IDT)
- Enlisted Reserve Component members do not receive cash clothing allowances on Inactive Duty Training.
- Enlisted members receive the Initial Clothing Allowance upon initial enlistment.
Initial Uniform Allowance (Officers)
- Officers completing 14 periods of Inactive Duty Training in the Ready Reserve are eligible for an initial uniform allowance.
Basic Allowance for Subsistence (BAS)
- Enlisted Reserve Component members can receive BAS for meals if their instruction or duty totals at least 8 hours in a single day.

Additional Information
- Members in designated SDP areas can deposit unallotted pay and allowances of $5 or more.
- Members serving outside the US, its possessions, or Puerto Rico for at least 30 consecutive days or 1 day for each 3 consecutive months, in a combat zone or with hostile fire/imminent danger pay eligibility, can participate in SDP.
- If a member is missing, the Secretary of the Military Department can initiate, stop, modify, or change allotments for deposit.

Voluntary Separation Program (VSP) Exclusions
- The Secretary of the Military Department concerned will not allow a member to apply for VSP if they:
- Are discharged with disability severance pay.
- Are transferred to the TDRL.
- Have previously been discharged with VSP.
- Are subject to pending disciplinary action or administrative separation.
- Are approved for retirement.
- Have not completed the 4-year service obligation.
Separation Pay Ineligibility
- Service members are not eligible for separation pay if separated from active duty at their request, during an initial enlistment or obligated service, immediately eligible for retirement, appointment termination (warrant officer), court-martial, dropped from the rolls, separated under other than honorable conditions, for unsatisfactory performance or misconduct, or separated from substandard performance (officer). A regular officer who fails promotion selection twice is also ineligible. A determination by the Secretary of the Military Department concerned may also cause ineligibility. Members who decline training or request separation are ineligible. An officer separated for twice failing to promote, when offered, is also ineligible.
Separation Pay Calculation
- Full separation pay is 10% of the number of years of active service multiplied by 12 times the monthly basic pay at separation. For example, 10% x (12 x $3,497.70) x years of service = $33,577.92.
Leave Carryover
- A member may qualify for SLA for service and carry forward up to 120 days of unused leave when assigned to a designated deployable ship.
- Unused leave may be carried forward until the end of the third fiscal year following the fiscal year in which the service in the qualifying hostile fire/imminent danger area is terminated.
Clothing Allowance for Recalled Members
- Enlisted members will be paid a partial initial clothing allowance when payment due to an enlisted member reporting for recalled to active duty for more than 6 months.
Special Initial Clothing Allowance
- Special Initial Clothing Allowance is payable upon assignment to the U.S. Naval Academy Band.
- Special Initial Clothing Allowance is payable upon selection for appointment as a LDO/CWO/CPO.

A member is not considered “a member with dependents” for FSA when:
- A dependent is placed in an institution for over 1 year.
- A spouse is legally separated, or a child(ren) is in the legal custody of another person.
- Joint legal and physical custody of the child(ren) reside with the member less than 14 days each month.
- A dependent is in active duty.
- If a member’s TDY/TAD location is within a reasonable commuting distance from the member's PDS or the HOR or if the member actually commutes daily, regardless of distance, the member is not entitled to FSA-T. A distance of 50 miles, one way, is normally considered to be within a reasonable commuting distance of a PDS or HOR. "Within a reasonable commuting distance" also may include distances of less than 50 miles and does not exceed 1-1/2 hours.
Overseas Housing Allowances (OHA)
- A service member at a PDS OCONUS processing for separation or on terminal leave, intending to live in an OHA-based area, is eligible for OHA. To receive OHA, the service member must provide a lease and a completed and approved DD Form 2367.
- If evacuation occurs 89 days or less after a dependent's arrival, and the service member is still receiving a dependent allowance based on the PDS OCONUS rate (FSH-O or FSH-B), no changes to housing allowances are needed, regardless of government housing assignment.
- MIHA is an allowance to defray move-in costs for privately-owned or leased housing under the OHA program. It is not payable for government-occupied housing.
- FSH-O is payable for PDS assignments outside the US.
- FSH-B is payable for PDS assignments in Alaska, Hawaii, or CONUS assignments with denied concurrent travel.
