Republic Act No. 9165
- Enacted on June 7, 2002, and known as the "Comprehensive Dangerous Drugs Act of 2002"
- Repeals Republic Act No. 6425, otherwise known as the Dangerous Drugs Act of 1972, as amended
Declaration of Policy
- Aimed at safeguarding the integrity of the Philippines' territory and the well-being of its citizens, particularly the youth, from the harmful effects of dangerous drugs
- Seeks to enhance the efficacy of the law against dangerous drugs and defend the country against acts or omissions detrimental to its development and preservation
Integrated System
- Pursues an intensive and unrelenting campaign against the trafficking and use of dangerous drugs and other similar substances
- Aims to achieve a balance in the national drug control program to ensure that people with legitimate medical needs are not prevented from being treated with adequate amounts of appropriate medications
Reintegration into Society
- Provides effective mechanisms or measures to reintegrate into society individuals who have fallen victims to drug abuse or dangerous drug dependence

Definitions
- "Administer" refers to introducing any dangerous drug into the body of any person, with or without their knowledge, by injection, inhalation, ingestion, or other means
- "Board" refers to the Dangerous Drugs Board under Section 77, Article IX of this Act
- "Centers" refers to treatment and rehabilitation centers for drug dependents under Section 34, Article VIII of this Act
- "Chemical Diversion" refers to the sale, distribution, supply, or transport of legitimately imported, in-transit, manufactured, or procured controlled precursors and essential chemicals to any person or entity engaged in the manufacture of any dangerous drug
- "Clandestine Laboratory" refers to any facility used for the illegal manufacture of any dangerous drug and/or controlled precursor and essential chemical
- "Confirmatory Test" refers to an analytical test using a device, tool, or equipment with a different chemical or physical principle that is more specific, which will validate and confirm the result of the screening test
