Rapid Intervention Team (RIT) Guidelines
- Purpose: Standardize the response, organization, and operation of RITs during emergency operations.
- Scope: Applies to all department personnel. Established by the Incident Commander (IC) on incidents where personnel are in a hazard area, hazardous atmosphere, or an IDLH atmosphere.
- Responsibility: All Spring Fire Department personnel are responsible for understanding and following these guidelines.
- Review: The Fire Chief or designee is responsible for reviewing these guidelines annually.
RIT Team Composition and Responsibilities
- Team Size: Minimum of three (3) firefighters, preferably four (4).
- Radio Communication: All RIT members should have a portable radio capable of communicating on the primary fireground channel. The company officer must have a radio at minimum.
- Reporting: RITs report directly to the Division Officer or Incident Commander if no division is established.
- Full PPE: RITs must wear full PPE with SCBA, including face pieces, and rotate personnel as needed to avoid fatigue.
- RIT Position: Assigned by the Incident Commander as soon as feasible after fire fighting personnel enter a hazard area, hazardous atmosphere, or IDLH atmosphere.
- RIT Equipment: Immediately available equipment includes a search/tag line, individual tag lines, thermal imaging camera, gasoline-powered chain saw/circular saw with metal blade, axes, a Halligan tool, an RIT bag, portable lights, an exit locator light, rescue rope, a sledge hammer, airbags, and a porta power.
-
RIT Responsibilities:
- Assemble near firefighting operations but not in a way that hampers or congests operations.
- Establish a "call sign".
- Determine the last known location of any firefighters in a MAYDAY situation.
- Communicate with the Incident Commander and Safety Officer before entering a structure.
- Enter the structure at the closest point to the last known location of the MAYDAY firefighter(s).
- Provide regular CAN reports (Conditions, Actions, Needs) to the Division Officer or Incident Commander.
Firefighter Self-Survival Actions
- Manually activate T-Pass and PASS devices after a radio transmission.
- Assume a horizontal position when possible.
- Make tapping noises on a hard surface to increase audibility.
- Direct a flashlight towards the ceiling to illuminate location.
- Seek refuge along an exterior wall or in an adjoining room that is not immediately threatened by fire.
- Identify potential self-rescue options.
- Always stay with your crew.
RIT Responsibilities Upon Locating a MAYDAY Firefighter
- Immediately silence any alarming PASS devices.
- Determine if rapid extrication is necessary due to conditions.
- Verify the MAYDAY firefighter has an adequate air supply and establish an air supply using the RIT Pack if necessary.
- Monitor both the MAYDAY firefighter and RIT members closely.
- Notify Command that the MAYDAY firefighter has been located, providing a detailed CAN report.
- Extricate MAYDAY firefighter(s).
Demobilizing Rapid Intervention Teams
- When RITs are deployed for rescue duties, additional RITs are to be assigned to relieve the deployed team or assist with the rescue.
- Assigning a Division Officer to manage multiple RITs allows the Incident Commander to focus on the overall incident.
- On all confirmed structure fires, one additional engine company should be dispatched automatically to provide sufficient manpower and ensure at least one RIT is always available.
RIT Team Guideline
- The Incident Commander is responsible for assigning Rapid Intervention Teams (RITs) during emergency operations.
- RITs should be deployed as soon as firefighters enter a hazard area, hazardous atmosphere, or an IDLH atmosphere.
- Each RIT must have at least 3, preferably 4 firefighters.
- Each RIT member should have a portable radio or at least the company officer must have a radio.
- RITs will be assigned a "call sign" by the Incident Commander.
- RITs report to the Division Officer or Incident Commander if there is no division.
- RITs must wear full PPE with SCBA and wear face pieces at all times.
- At least one additional engine company should be dispatched to structure fires to ensure there is enough manpower for fireground operations and at least one RIT.
- When a RIT is deployed, the Incident Commander should assign additional RITs to relieve or assist the deployed RIT.
RIT Responsibilities
- RITs assemble near firefighting operations but should not impede operations.
- RITs should assemble equipment and tools that could be used in a rescue operation, placing these tools on a tarp in a close by area.
- These tools should be readily available from apparatus other than the primary or secondary attack apparatus.
- Required equipment for RITs includes:
- Search/Tag line
- Individual tag lines
- Thermal Imaging Camera(s)
- Gasoline powered chain saw/circular saw with metal blade
- Axes (pick head/flat head)
- Halligan tool
- RIT bag
- Portable lights
- Exit locator light
- Rescue rope
- Sledge hammer
- Air bags
- Porta power
- RITs should immediately communicate with The Incident Commander and determine the location of the MAYDAY firefighter(s).
- RITs should communicate with the Incident Commander and the Safety Officer, if established, before entering the structure.
- RITs should enter the structure at the closest possible point to the last known location of the MAYDAY firefighter(s) and begin their rescue duties.
- RIT Officers should give a CAN report (Conditions, Actions, Needs) to the Division Officer or Incident Commander on a regular basis.
Self-Survival Actions by MAYDAY Firefighters
- Mayday Firefighters should:
- Manually activate their T-Pass and PASS device after a radio transmission.
- Assume a horizontal position, which is safer in the event of heat or smoke conditions.
- Tap on hard surfaces to increase audible signature.
- Use any available flashlight and direct it towards the ceiling to illuminate their location.
- Find an area of refuge along an exterior wall or adjoining room that is not threatened by fire.
- Identify any means of possible self-rescue.
- Stay together.
Upon Locating the MAYDAY Firefighter(s)
- Immediately silence any alarming pass devices.
- Determine if the MAYDAY firefighter(s) need to be rapidly extricated due to deteriorating conditions.
- Verify the lost firefighter(s) has(have) an adequate air supply and establish an air supply using the RIT Pack if necessary.
- Closely monitor both MAYDAY firefighter(s) and RIT members throughout the rescue operation.
- Notify Command that the MAYDAY firefighter(s) has(have) been located, providing a CAN report.
- Extricate the MAYDAY firefighter(s).
