Railway Users' Consultative Bodies
- Railway Consultative Bodies are established to facilitate communication between railway administrations and users, improving efficiency
- Railway administrations and users need frequent consultations regarding railway services and their improvement
- Three types of bodies are established: Divisional Railway Users' Consultative Committees, Zonal Railway Users' Consultative Committees, and National Railway Users' Consultative Council
Divisional Railway Users' Consultative Committees
- Divisional committees represent local railway users
- They consider amenities, new station proposals, timetables, service improvements, and general public interest matters
- These matters can also be referred by Zonal committees or the National Council or brought by the administration
- These committees are located in divisions of the railway
- A maximum of 6 members can be appointed to ensure diverse representation
- The committees consist of representatives from Chambers of Commerce, Trade Associations, Industries, and Agricultural Associations
- Two representatives from registered passenger associations are also included
- Nine representatives for special interests that may not be otherwise represented on the committee are also nominated
- Questions relating to staff, discipline, and appointment are excluded from their purview
Zonal Railway Users' Consultative Committees
- These committees represent the entire area or zone served by a particular railway
- These committees handle matters referred by the divisional committees, or matters mentioned in paragraph 502, and from the zonal perspective
- Concerns are considered from the point of view of the zone
- They consider matters referred for consideration and report, by the railway administration, Ministry of Railways or National Railway Users' Consultative Council
- The committees consist of persons appointed by the Railway Minister to represent general railway users
- Representatives are appointed for each state government and legislature
- Up to 5 representatives from Chambers of Commerce and trade associations (with a minimum of 5 years of recognized standing by the state government) are added
- Two representatives from any relevant state government agricultural associations are present
- One non-official representative from each Divisional Railway Users' Consultative Committee
- Two representatives from public sector undertakings (including ports) are appointed
- Representatives from passenger associations in areas with significant route kilometers are appointed
- Members of Parliament (2 Lok Sabha, 1 Rajya Sabha)
- A representative from the Consumer Protection Organization is chosen
- The Divisional Railway Manager chairs the committee, with a senior traffic officer serving as secretary.
National Railway Users' Consultative Council
- This council considers issues concerning railway services and facilities referred by the Minister of Railways
- They handle matters within the scope of zonal committee functions that are also referred to them
- They also consider other matters brought by individual council members with the chairman's approval
- The council is composed of secretaries from various government ministries, including Industry, Commerce, and Tourism.
- 15 members of Parliament (10 Lok Sabha, 5 Rajya Sabha)
- A representative from each Zonal Railway Users' Consultative Committee (non-official)
- Members from various all-India associations (such as Federated Chambers of Commerce, Associated Chambers, Indian Sugar Mills Association, All India Manufacturers Association, Cement Manufacturers Association, All India Travel Agents Association, Fertiliser Association, and Agricultural Interests) are included
- Two retired Railway Board officers (i.e., Board members/General Managers) are members
- Other members are appointed by the Railway Minister to represent relevant interests
- The Minister of Railways chairs the council, with the Joint Director, Traffic (General), Railway Board, acting as secretary.
