Commissioning of Signalling Installations

  • Safety is paramount: The text emphasizes the importance of following the rules and regulations laid down by the Indian Railway Act, General Rules, Subsidiary rules, Rules for opening a railway, and Indian Railway Schedule of Dimensions.
  • Notification for Work: Before any signalling work affecting train operations is commenced, all concerned departments must be notified through a circular issued by the Operating Department.     • Divisional Organization: Application signed by the Senior Divisional Signal & Telecom Engineer.
    • Extra Divisional Organization: Application signed by an officer of the rank of Deputy Chief Signal and Telecommunication Engineer.
    • Joint Works: Application signed by officers of the Junior Administrative grade from the departments involved.
  • Sanction Process:
    • The application for sanction must be submitted at least 14 days before the expected commencement of the work.
    • If a sanctioned work is not started within 12 months, a fresh sanction is required.
    • The Commissioner of Railway Safety (CRS) /PCSTE may or may not inspect the work before opening.
    • If inspecting, the CRS/PCSTE will communicate the sanction to open the work after inspection.
  • Documents for CRS/PCSTE Sanction:
    • Temporary Works: Description of proposed works, temporary work drawings, list of infringements to the Schedule of Dimensions, list of deviations from the SEM and General/Subsidiary Rules, restrictions, traffic working rules, and bridge documents as per Chapter VII of the Rules for the Opening of Railways.
    • Permanent Works: The same documents as for temporary works are required.
  • Safety Certificate: Upon completion of the work, a safety certificate is signed by the responsible engineer, signifying that all work is completed to the required standards.
  • Documents for Commissioning:
    • Approved Station Interlocking Plan (SIP).
    • Completion wiring diagrams.
    • Control Table, Selection Table, Locking Table, Route Control Chart, and Dog Chart documents.
    • Panel diagram/VDU diagrams (for panel or EI installations).
    • Sighting Committee certificate.
    • Approved and updated 'As Laid' Cable Route plan.
    • Cable termination plan/diagrams in relay room, location boxes, and power supply room.
    • Wire counts details for Relay Interlocking (RRI).
    • Power supply arrangement plan.
    • Cable insulation test record.
    • Signal infringements at the station.
    • Track circuit bonding plan.
    • Battery history card, track circuit test card, and earth resistance measurement record.

    • 3 sets of DVDs containing all completion drawings.
    • Floor Plans of Relay room, IPS room, Battery room, ASM room, OFC/Telecom cable room, and Maintainer room.
    • Earthing Plan of Relay room, IPS room, and Control Panel/VDU ASM’s room.
    • Earthing value joint measurements records.
    • Technical documents of any new equipment installed.
  • PCSTE Sanction:
    • For works not requiring CRS sanction, a PCSTE sanction is obtained in a specific format (Annexure 9-A9).
    • The PCSTE may or may not inspect the work, communicating their decision in writing.
