### Section 2: Obtaining Sanction for Works on Lines Opened to Traffic

Works requiring the approval of the Commissioner of Railway Safety (CRS) include:
- Additions, extensions, or alterations to existing block, signaling, and interlocking installations.
- Changes in block, signaling, and interlocking schemes.
- New stations, temporary or permanent.
- Interlocking of level crossings, catch sidings, and slip sidings.
- Closing of manned level crossing gates, after approval from district administration.

Works that do NOT require the sanction of the CRS include:
- Provision of telephones at manned level crossings.
- Installation of electrical or mechanical lifting barriers, including emergency interlocking, and sliding booms at interlocked level crossing gates.
- Interlocking existing level crossing gates within interlocked station yards using existing signals.
- Installation of track circuits, axle counters, including dual detection.
- Replacement or modification of signaling assets without changing the yard layout or signal interlocking, either in station yards or at level crossings.
- Replacement of block instruments with approved substitutes, or signal proving through axle counters or track circuits, using existing block instruments.
### Safety Certificate
- The Engineer-in-charge must submit a safety certificate on the prescribed form before commencing work.
- The Engineer-in-charge must test the new works and ensure the installation was carried out correctly.
- The Engineer-in-charge must be fully satisfied that the work can be opened to the public without endangering the safety of the travelling public or railway employees.
- The Engineer-in-charge must then bring the installation into use by sending a message to the Commissioner of Railway Safety.
- If the work involves multiple departments, the Engineer-in-charge of each department must sign the certificate.
Use of New Types of Locomotives or Rolling Stock
- The use of new types of locomotives or rolling stock introduced by the Central Government requires the approval of the General Manager of the Government railway.
- Railway administrations other than Government railways need to obtain approval from the Central Government through the CRS.
- The General Manager must inform the CRS ten days before any new locomotive or rolling stock is put into service.
Introduction of New Passenger Trains or Changes in Speed
- Railway administrations can introduce new passenger trains or change the speed of existing ones following instructions from the Central Government.
- If the speed of a new passenger train or existing passenger train exceeds 130 km/h, the railway administration must get approval from the Central Government through the CRS.
Appendix
- Annexure 9-A5 is a safety certificate for S&T works related to the implementation of electrification.
- Annexure 9-A6 is a Joint Safety Certificate for New types of locomotives or rolling stock.
General Instructions
- Safety: Indian Railway Act, General Rules & Subsidiary rules, Rules for Opening of a Railway, and the Indian Railway Schedule of Dimensions are all used to ensure the safety of passengers
- Authorization: Any work that alters the running line requires legal authorization before starting or using the work
- Notification: Before any work begins or new traffic instructions are brought into use, the Operating Department needs to be notified
- Approved plans: All work must be done according to approved plans, standard drawings and specifications and should conform to provisions in the signalling manual
- Deviations: Any deviations must be approved by the Principal Chief Signal and Telecommunication Engineer
- Engineer Incharge: The Signal Engineer incharge is responsible for ensuring adequate men and materials are available for any work
New Lines & Electrification

Application: The General Manager of the Railway must provide a set of documents to the Commissioner of Railway Safety at least one month before a new line is opened to the public
- These documents are collectively called "Opening Documents"

Rolling Stock
- New Rolling Stock: A rolling stock with different principal dimension or a different bogie design or new designs of braking system or suspension details is considered new
- Minor changes: Any minor changes to equipment design or change of internal equipment layout on the rolling stock or minor change of axle load or minor change of track loading density or minor change in unsprung mass are not considered new rolling stock, unless they are likely to significantly affect weight distribution, center of gravity or riding behavior of the rolling stock
- Material modification: Any changes in the design of the coach which alters the system of operation and control over the rolling stock, like change in the braking system or change in the principle of traction are considered material modifications in the type and design of the rolling stock
Use of New Types of Locomotives or Rolling Stock
- Government railway: The General Manager of a Government railway can approve the use of locomotives or rolling stock that was already introduced on Indian railways by the Central Government
- Other Railways: Private railways need approval from the Central Government through the Commissioner for using any locomotive or rolling stock already introduced on Indian railway by the Central Government
List of Questions & Answers for Opening Documents
- Signalling & Telecommunication: Questions are designed to confirm that all requirements and recommendations regarding signalling and interlocking are met, as well as the catechism for signalling interlocking installations
Work Execution
- Open Line Inspection: Open Line inspectors and Officers should be involved in new/alteration works to identify any deficiencies before the work is completed

- Maintenance staff planning: Sr.DSTE is responsible for coordinating maintenance staff positioning with construction/Project organisation or Rly PSUs
Commissioning of Signalling Installations
- Safety is paramount: The text emphasizes the importance of following the rules and regulations laid down by the Indian Railway Act, General Rules, Subsidiary rules, Rules for opening a railway, and Indian Railway Schedule of Dimensions.
- Notification for Work: Before any signalling work affecting train operations is commenced, all concerned departments must be notified through a circular issued by the Operating Department. - Divisional Organization: Application signed by the Senior Divisional Signal & Telecom Engineer.
- Extra Divisional Organization: Application signed by an officer of the rank of Deputy Chief Signal and Telecommunication Engineer.
- Joint Works: Application signed by officers of the Junior Administrative grade from the departments involved.

Sanction Process:
- The application for sanction must be submitted at least 14 days before the expected commencement of the work.
- If a sanctioned work is not started within 12 months, a fresh sanction is required.
- The Commissioner of Railway Safety (CRS) /PCSTE may or may not inspect the work before opening.
- If inspecting, the CRS/PCSTE will communicate the sanction to open the work after inspection.
