Railway Freight Operations Information System (FOIS)
- FOIS is a system used to track and monitor the movement of wagons, locomotives, and unit trains
- FOIS is managed by the Centre for Railway Information Systems (CRIS)
- FOIS consists of two subsystems: Rake Management System (RMS) and Terminal Management System (TMS)
- RMS tracks rake-based consignment, train operations, stock holding, train and stock interchange, terminal handling performance, loco holding, outage, and power on-line
- TMS manages computerized booking and delivery of consignment, station accounting, RR generation/transmission, improved customer interface, rake transit report, freight balanced sheet, inward & outward freight registers, wagon wise stock holding, reporting of consist wagon wise, and invoice based loading originating tonnage and revenues
Types of Wagons
- BCN: Used for transporting cement and food items, with a Permissible Carrying Capacity (PCC) of 63.4 tonnes
- BCNA: Also used for cement and food items, with a higher PCC of 66 tonnes
- BTPN: Used for transporting Coal Tar, Petrol, Diesel, etc., with a PCC of 64.2 tonnes
- BTAP: Used for transporting Alumina Powder, with a PCC of 59.45 tonnes
- BTCS: Designed for transporting Caustic Soda, with a PCC of 51.88 tonnes

BLLA, BMLB, BLCB: These wagons are all container rakes with different PCCs and dimensions:
- BLLA has PCC of 60 tonnes
- BLLB has PCC of 61 tonnes
- BLCB has PCC of 62 tonnes
Freight Calculation
- Outward SFTO rakes (for Steel traffic):
- Base rate is 2618.7 (eg., ATLP for HRC)
- PCC varies depending on type of wagon, but can reach 4002 T (58 BFNSM Wgns)
- Development Surcharge (DS) is 5%
- Dynamic Pricing for Commodities other than Coal & Coke (DPO) is applicable during busy season (April-June, October-March) at 15%
- Normal Tariff Rate (NTR) is calculated as Base Rate + DPO
- Destination Terminal Charges (DTC) are only for PFT- Private Freight Terminal
- Punitive charge for Overloading (POL) is applied in two situations (A and B) with different charges
- SFTO Rebate is applicable for rakes with 58 BFNSM/BFNSM1 Wgns (12.9085%) or 43 BFNS22.9 Wgns (12%)
- Additional surcharge of 10% is applied on Container Rakes from 01.10.2023
Free Time of Rakes (EOL Sidings)
- Inward Rakes:
- BOBRN Rake (Track Hopper): 2 hours
- BOXN Rake (Tippler or manual unloading): 5 hours
- Outward Rakes:
- Steel Rakes: 6 hours (Extra 02Hrs for EM PAD Change + 05Hrs for BPC revalidation applicable only at TSLJ/JSPK/MBMB Railway Sidings)
- Slag Rakes: 3 hours
- Coal Tar Rakes: 5 hours
- Coke Rakes: 3 hours
- Fly Ash Rakes: 3 hours + 1 hour (Tarpaulin Covering)
Demurrage Charges Calculation
- Demurrage Charge is applicable if railway rolling stocks are detained beyond its stipulated free time
- Demurrage charge increases freight cost, and is a loss to the consignor/consignee
- DC Hour:
- Less Than or equal to 6 Hrs: 150
- 7 to 12 Hrs: 165
- 13-24: 187.5
- 25-48: 225
- 49-72: 300
- Formula for calculating DC:
- Total DC = DC Rate * Total no.of Loaded Wagons * DC Hour
