    • Existing public swimming pools or bathing places must be evaluated by the local health office.
    • Any additional construction, renovation, alteration, or improvement must conform to the requirements.

    Structural Requirements

    • Swimming pools and appurtenances must be constructed of materials that are immovable, non-toxic, impervious, permanent, and enduring.
    • All corners formed by the intersection of walls and floors must be rounded.
    • Sand or earth bottoms are not permitted in swimming pool construction.

    Design and Structural Stability

    Diatomaceous Earth-Type Filters

    • Sufficient filtering area must be provided to meet the design pump capacity.
    • The design rate of filtration must not be greater than 81 liters per minute per square meter (2.0 gallons per minute per square foot) without continuous body feed, and not greater than 102 liters per minute per square meter (2.50 gallons per minute per square foot) with continuous body feed.
    • The device must be accurate and dependable, and capable of continually feeding within a calibrated range, adjustable from 2 parts per million to 6 parts per million.
    • Filtering area, where fabric is used, must be determined on the basis of effective filtering surfaces, without allowances for areas of impaired filtration.
    • The filter and all component parts must be of such materials, design, and construction to withstand normal continuous use without significant deformation, deterioration, or corrosion.

    Filter Types

    • The tank containing the filter elements must be constructed of steel, plastic, or other suitable material that provides resistance to corrosion.
    • Pressure-type filters must be designed for a minimum working pressure of 3.52 kg/cm² (50 pounds per square inch) with a four-to-one safety factor.
    • Vacuum-type filters must be designed to withstand the pressure developed by the weight of the water contained therein and closed vacuum-type filters must be designed to withstand the crushing pressure developed under a vacuum of 63.50 cm (25 inches) of mercury with a safety factor of 1.50.

    Ladders, Recessed Treads, and Stairs

    • Steps or ladders must be provided at the shallow end of the swimming pool if the vertical distance from the bottom of the pool to the deck or walk is over 60 cm (2 feet).
    • Recessed steps or ladders must be provided at the deep portion of the swimming pool, and if the pool is over 9.0 meters (30 feet) wide, such steps or ladders must be installed on each side.
    • Steps leading into the swimming pool must be of non-slip design, with a minimum tread of 30 cm (12 inches) and a maximum rise or height of 25.40 cm (10 inches).

    Decks and Walkways

    • A continuous deck at least 1.50 meters (5 feet) wide must extend completely around the swimming pool.
    • The deck must be sloped away from the pool to drain at a grade of 2.0 to 3.1 cm per meter (0.25 inch to 0.375 inch per lineal foot) and have a non-slip surface.

    Diving Areas

    • The dimensions of the swimming pool in the diving area must conform to the minimum requirements:
      • Height of board in meters: 2.0 or below, minimum water depth: 2.6 meters (8 ½ feet), minimum pool width: 6.1 meters (20 feet)
      • Height of board in meters: 2.1-3.0, minimum water depth: 3.0 meters (10 feet), minimum pool width: 9.2 meters (30 feet)
      • Height of board in meters: 3.1 or more, minimum water depth: 3.5 meters (11½ feet), minimum pool width: 9.2 meters (30 feet)
    • At least 4.60 meters (15 feet) of unobstructed headroom must be provided above diving boards.

    Disinfectant and Chemical Feeders

    • The swimming pool must be equipped with a chlorinator, hypochlorinator, or other disinfectant feeder that meets the following requirements:
      • The feeder must be of sturdy construction and materials that can withstand wear, corrosion, or attack by disinfectant solutions or vapors.
      • The feeder must be capable of being easily disassembled for cleaning and maintenance.
      • The design and construction must be in such a way as to preclude stoppage from chemicals intended to be used or foreign materials.
      • The feeder must incorporate failure-proof features so that the disinfectant cannot feed directly into the swimming pool under any type of failure.
      • The feeder must be capable of supplying at least the equivalent of one-half kilogram of chlorine per eight hours for each 37,800 liters (one pound of chlorine per eight hours for each 10,000 gallons) of swimming pool capacity.
