• The 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act No. 9184 was approved by the Government Procurement Policy Board (GPPB) on August 09, 2016.
• The Request for Quotation indicates the specifications, quantity, Approved Budget for the Contract (ABC) and other terms of the items to be procured.
• The Request for Quotation also prescribes how price quotations should be submitted, like sealed or open quotation.
• The Request For Quotation is the common document to be posted on PhilGEPS.
• RFQs should be posted for 7 calendar days on the PhilG-EPS website or the procuring entity website.
• The quorum in BAC meetings is determined by the majority of the total BAC Composition as designated by HOPE.
• Inventory Custodian Slip (ICS) is needed if the items to be procured are semi-expendable.
• All expenses to support the Basic Education Continuity Program during Covid 19 according to DepEd Order No. 015 s. 2020 should be MOOE eligible expenses.
• Punch-listing of works is done upon completion of at least 95%.

• When provided for in the APP, Repeat Order is a method of procurement of Goods from the previous winning bidder, whenever there is a need to replenish goods procured under a contract previously awarded through Competitive Bidding.
• Procurement refers to the acquisition of Goods, Consulting Services, and contracting for Infrastructure Projects by the Procuring Entity.
• The Head of the Procuring Entity also means the head of the agency or his duly authorized official, for national government agencies and the local chief executive, for local government units
• Republic Act No. 9184 means Government Procurement Reform Act
• The head of the agency or body is also the Head of the Procuring Entity.

School-Based Inspection Report

• In the Program of Work of schools for minor repair chargeable against MOOE funds, the Division Engineer should sign below as Noted by. School-based Inspection Report should be signed by School Inspectorate Team. All procurement shall be done through Competitive bidding, except as provided in Rule XVI of the 2016 Revised IRR. PhilGEPS stands for Philippine Government Electronic Procurement System.

Punch-listing

During punch-listing, one must focus on:

• Items included in the POW but not visible in the actual project
• Items not included in the POW but found in the approved variation order
• To declare a bidding a failure:
  • No bids are received
  • All prospective bidders are declared ineligible
