    Study Notes

    Authorized Inspection Agency and Inspector

    • An authorized inspection agency is one of the following: inspection organization of the jurisdiction, insurance company, owner-operator, or independent organization under contract to an owner-operator.
    • An authorized pressure vessel inspector is an employee of an authorized inspection agency, qualified and certified to perform inspections under this code.

    Pressure Vessel Inspection

    • In-service inspection is all inspection activities associated with a pressure vessel after installation, but before it is decommissioned.
    • Inspection is the external, internal, or on-stream evaluation of the condition of a vessel conducted by the authorized inspector or designee.
    • Inspection plan is a strategy defining how and when a pressure vessel or PRD will be inspected, examined, repaired, and/or maintained.

    Pressure Vessel Terms

    • Condition-monitoring location (CML) is a designated area on pressure vessels where periodic examinations are conducted to directly assess and monitor the condition of the vessel.
    • Integrity operating window (IOW) is established limits for process variables that can affect the integrity of the equipment if the process operation deviates from the established limits for a predetermined amount of time.
    • Maximum allowable working pressure (MAWP) is the maximum gauge pressure permitted at the top of a pressure vessel in its operating position for a designated temperature.
    • Minimum design metal temperature/minimum allowable temperature (MDMT/MAT) is the lowest permissible metal temperature for a given material at a specified thickness based on its resistance to brittle fracture.

    Owner-Operator Inspections Organization

    • The owner-operator is responsible for the function of an authorized inspection agency and controls activities relating to the rating, repair, alteration, and engineering assessments of its pressure vessels and relief devices.
    • The owner-operator inspection organization shall develop, document, implement, execute, and assess pressure vessel/pressure-relieving device inspection systems, inspection/repair systems, and procedures that meet the requirements of this inspection code.

    Owner-operator Systems and Procedures

    • The owner-operator organization shall document and maintain a quality assurance (QA) inspection/repair management system that includes:
    • Organization and reporting structure for inspection personnel
    • Documenting of inspection and QA procedures
    • Documenting and reporting inspection, examination, and test results
    • Developing and documenting inspection plans
    • Developing and documenting risk-based assessments applied to inspection activities
    • Establishing and documenting the appropriate inspection intervals
    • Corrective action for inspection and test results
    • Internal auditing for compliance with the QA inspection manual
    • Review and approval of drawings, design calculations, engineering assessments, and specifications for repairs, alterations, and reratings
