Police Involved Incident Response
- The Department's procedure for handling police involved incidents aims to ensure fair and thorough investigations.
Terminology
- Discharge of firearm refers to any use of a firearm by a Department member, excluding recreational purposes, range practice, training, qualification courses, competitive sporting events, and destroying or euthanizing an animal.
Serious Bodily Injury
- Defined as physical injury that creates a substantial risk of death or causes serious disfigurement, protracted loss or impairment of any part of the body (RSMo. 556.061).
Incident Investigation
- Incidents involving the use of force by a member that result in death or serious bodily injury will be investigated.
- The Chief of Police or designee will determine if an outside agency or the Department's Team will lead the investigation.
Team Responsibilities
- Investigate incidents involving the use of force by a member that are not otherwise investigated by an outside agency.
- Respond to all incidents investigated by outside agencies and act as a liaison.
- Conduct criminal investigations as directed by the Chief of Police or designee.
Criminal Investigations
- Take precedence over internal investigations and will typically be completed before an internal investigation begins.

Notable Event Review Panel

- May also be called upon to investigate or assist on investigations of other criminal matters in circumstances where the Chief of Police or designee deem it necessary for transparency and public trust.
