Study Notes

Patrol Division Assignments

The needs of the community and the police department are the primary considerations in determining assignments.
Bidding preferences are not guaranteed and can be overridden by the needs of the community and the police department.
Officers and supervisors can be assigned to a different platoon at any time, regardless of bidding preferences.

Bid Process

The Bid Coordinator begins the bidding process 8 weeks prior to the next fixed Watch period and completes it 2 weeks prior to the beginning of the next fixed Watch period.
The Bid Coordinator prepares and posts a list of eligible officers based on seniority for the purpose of bidding order.
The Bid Coordinator processes bids and updates the duty assignment roster periodically.
Bids can be submitted directly by computer, phone, or City of Irving email.

Officer Responsibilities

Officers must submit their bid in a timely manner; failure to do so will result in assignment to a shift based on the needs of the division.
Officers must review the seniority list upon posting and report any discrepancies to the Bid Coordinator.

Leave Requests

Leave requests can be submitted to the shift scheduling sergeant after the bidding process is complete.
There are two periods for accepting leave requests: the first period ends 2 weeks before the start of the upcoming fixed Watch period, and the second period ends on the day before the new fixed Watch period.

Staffing

The North Patrol Division consists of 4 platoons, each commanded by a Lieutenant of Police.
Each platoon is staffed with Patrol Sergeants and Patrol Officers and is responsible for providing police patrol during an assigned "Watch".
The North Patrol Division also includes the Fugitive Apprehension Unit, Gang Unit, Tactical Command, Unmanned Aircraft Program, and the Patrol Bicycle Program.

Watch Scheduling

The 24-hour day is divided into two 12-hour shifts, each referred to as a "Watch".
There are two sets of regular days off (RDOs) associated with the 12-hour shifts.
The Division Commanders assign RDOs for administrative positions.

Duty Hours

Briefing

There is a briefing at the beginning of each Watch.
Briefings occur at 0600 hours and 0700 hours for the 1st Watch, and 1800 hours and 1900 hours for the 2nd Watch.
Officers are assigned a "Beat" to patrol for that Watch and receive any other pertinent information from Supervisors.
