- In many American cities, including Baltimore, the police had significant power over citizens, who could be arrested or physically harmed by officers (Keller, 2015, p. 6).
- During the 1990s, there was a massive reduction in crime, but the police were not focusing on investigations or building informant networks. Instead, they were making arrests to earn promotions and overtime pay, with drug arrests being the easiest way to do so (Keller, 2015, p. 7-8).
- Police were known to falsify reports, labeling crimes as unfounded or reducing charges. This practice led to a significant drop in crime statistics and was affirmed by then-Mayor Martin O'Malley (Keller, 2015, pp. 9-10).
- Freddy Gray, a 25-year-old black man from Sandtown, was arrested on April 12, 2015, and died from injuries sustained in a police van on April 19, 2015. The video of his arrest sparked anger among the public, leading to demonstrations (Fenton, 2015).
- Riots broke out in Baltimore on April 25, 2015, following Gray's death. Hundreds of demonstrators fought with the police, damaging property and attacking individuals. Mayor Rawlings-Blake's statement about giving space for those who wish to destroy seemed to suggest that violence would be allowed (Chetty, R., Hendren, N., 2015).
