MINISTRY OF FINANCE

• The Pradhan Mantri Jan Dhan Yojana (PMJDY) is a national mission for financial inclusion.
• The PMJDY aims to improve the accessibility and affordability of financial products through technology.
• It was launched on August 28, 2014.
• Any individual above 10 years can open a bank account under this scheme.
• Basic savings bank accounts have an overdraft facility of up to ₹10,000 per household.
• The RuPay debit card has an inbuilt accident insurance cover of ₹2 lakhs.
• Life insurance cover of ₹30,000 is payable on death of the beneficiary.
• The Jan Dhan Darshak App locates the nearest bank branches, ATMs, Bank Mitras, and Post Offices.
• Pradhan Mantri Jeevan Jyoti Bima Yojana is a one-year life insurance scheme offering coverage for death.
• It aims to provide financial security and low-cost insurance to the underserved and unserved population.
• Individuals aged 18-50 years can be beneficiaries (life cover up to age 55); even NRIs are eligible.
• The scheme is administered through Life Insurance Corporation (LIC) and other Indian private life insurance companies.
• The PM-Suraksha Bima Yojana (PMSBY) was launched in 2015 as a one-year accidental death and disability insurance scheme.

PM-mudra Yojana (PMMY)

• PMMY scheme provides easy and affordable loans to small and medium businesses.
• It brings them to the formal financial system
• Launched on April 8, 2015
• The maximum loan limit is ₹10 lakhs.
• Individual business owners, private and public limited companies, proprietary firms, and any legal business entity are Beneficiaries
• Under this scheme, the Micro Units Development and Refinance Agency Bank (MUDRA Bank) was created as a public sector financial institution and is registered as an NBFC with RBI.
• It is a wholly owned subsidiary of SIDBI.
• Commercial banks, RRBs, small finance banks, cooperative banks, MFIs, and NBFCs can give loans.
• No subsidy is provided for the loans.
• SHISHU: For loan amounts up to ₹50,000
• KISHORE: For loan amounts from ₹50,001 to ₹5 Lakhs
• TARUN: For loan amounts more than ₹5 Lakhs and up to ₹10 Lakhs

MINISTRY OF SKILL DEVELOPMENT AND ENTREPRENEURSHIP

• The Pradhan Mantri Kaushal Vikas Yojana (PMKVY) is aimed to skill youth to take up industry relevant skill training for better livelihoods.
• Launched on July 15, 2015
• The NSDC implements PMKVY through PMKVY Training Centres (TCs) and Training Partners (TPs).
• Unemployed youth and school or college dropouts with ID proof and a bank account are beneficiaries

MINISTRY OF RURAL DEVELOPMENT

• The Deen Dayal Antyodaya Yojana-National Rural Livelihoods Mission (DAY-NRLM) aims to reduce poverty by enabling poor households to access gainful self-employment and skilled wage employment opportunities.
• It was launched in 2011.
• NRLM is a restructured version of SGSY.
• NRLM was renamed as DAY-NRLM on March 29, 2016.
• Share is centred and 60:40 for the States and 90:10 in NE States under the centrally sponsored scheme of which it receives Funding
• 25% of NRLM funds are earmarked for the Aajeevika Skill Development Programme (ASDP).
• NRLM encourages public sector banks to set up Rural Self Employment Training Institutes in all districts.
• The National Rural Economic Transformation Project is a world Bank-aided project for digital finance and livelihood interventions.
• DAY-NRLM may have both men and women in Self-Help Groups (SHGs).
• Women SHGs consist of 10-20 members; the minimum should be 5.
• DAY-NRLM, MoRD provides Revolving Fund (RF) support as corpus, ranging from ₹20,000-30,000 per SHG.
• Banks extend credit at 7% per annum for loans up to ₹3 lakh, and women SHGs with prompt repayment get an additional 3% interest subvention, reducing the effective rate to 4%.
• Banks extend credit at a rate of 10% for loans above ₹3 lakh and up to ₹5 lakh .
• One woman in every SHG under DAY-NRLM may be provided a loan up to ₹1 lakh under the MUDRA Scheme.
• An overdraft facility of ₹5,000 is available to verified SHG members under DAY-NRLM with accounts under the Pradhan Mantri Jan Dhan Yojana.
• No collateral or margin is obtained for loans to SHGs up to ₹10.00-20.00 lakh.
• SHGs may avail either Term Loan (TL) or Cash Credit Limit (CCL) based on their requirement.
• Limit of minimum loan of ₹6 lakh to each eligible SHG for 3 years with a yearly drawing power (DP).
  • a) DP for the first year: 6 times the existing corpus or a minimum of ₹1.5 lakh
  • b) DP for the second year: 8 times the corpus at review/enhancement or a minimum of ₹3 lakh
  • c) DP for the third year: a minimum of ₹6 lakh based on the Micro Credit Plan (MCP)
  • d) DP for the fourth year onwards: Above ₹6 lakh, based on the MCP
• Deen Dayal Upadhyaya Grameen Kaushalya Yojana funds training projects to develop rural youth skills and productive capacity.
• It is a sub-scheme of DAY NRLM, launched on September 25, 2014
• The Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) provides a legal guarantee of employment every financial year to adult members of any rural household, enhancing livelihood security in rural areas.
• The Act was passed in 2005 and came into effect on February 2, 2006 and renamed in 2009 (MGNREGA).
• MGNREGA is a central sector scheme (100% funding for wages)
• It guarantees 100 days of wage employment in a financial year to a rural household whose adult members volunteer for unskilled manual work.
• Wage rates are notified and revised annually based on the CPI-AL by the Central Government.
• Work should ordinarily be provided within a 5 km radius of the village; beyond which, 10% additional transportation and living expenses will be paid.
• At least one-third beneficiaries shall be women who have registered and requested work under the scheme.
• An additional 50 days of wage employment are provided over and above 100 days in drought-affected areas.
• The Mahila Kisan Sashaktikaran Yojana (MKSY) is a sub-component of DAY-NRLM, launched in 2011
• It seeks to improve the present of women in agriculture and enhance opportunities to empower them.

Ministry of Micro, Small & Medium Enterprises

• A Scheme for the Promotion of Innovation, Rural Industry & Entrepreneurship (ASPIRE) aims to provide skill upgradation, handholding, mentoring, incubation, and credit support in rural areas.
• ASPIRE enables value addition and entrepreneurship development in the agro-industry, launched in 2015, revised in 2021

Ministry of Chemicals & Fertilizers

• The UREA Subsidy scheme ensures timely and easy availability of urea fertilizers at affordable prices, launched on April 1, 2017
• Urea is provided to farmers at a statutorily notified maximum retail price (MRP).
• The differential between the delivered cost of fertilizers and the net market realization is given as a subsidy to the Urea manufacturer/importer.
• Subsidy payment is provided through DBT after actual sales to farmers.
• Funding is a Central Sector Scheme
• urea to farmers at ₹242/45 kg bag or ₹268 for a 50 kg Urea bag.

• The Nutrient Based Subsidy (NBS) Scheme ensures balanced use of fertilizers and improves agriculture productivity.

Ministry of Railways

• The Kisan Rail Scheme aims to transport perishables and agri-products.
• The first Kisan Rail train was flagged off on 07.08.2020 between Devlali (Mah) and Danapur (Bihar)
• Funding is through PPP mode
• A 50% subsidy is given in freight (borne by the Ministry of Food Processing Industries) for fruits and vegetables transportation.

Ministry of Panchayati Raj

• The SVAMITVA scheme (Survey of villages and mapping with improved technology in village areas) aims to provide an integrated property validation for rural India, launched on April 24, 2020
• It is a collaborative effort -Ministry of Panchayati Raj, State Revenue Department, State Panchayati Raj Department -National Informatics Centre -Survey of India (SoI)
• Demarcation of rural inhabited areas is done using Drone surveys and CORDS networks providing 5 cm mapping accuracy.
• "Record of Rights" for village household owners with legal ownership cards (property cards/title deeds).

Ministry of Textiles

-Jute-ICARE (Jute: Improved Cultivation and advanced Retting exercises) supports small and marginal jute growers with adequate pre- and post-harvesting operations. aims that they grow suitable quality jute & receive a higher price for their produce, launched in 2015

• The SILK SAMAGRA aims to scale up production by improving quality, productivity, empowering downtrodden, poor, and backward families with sericulture activities.
• launched from 2017-2020, with Silk Samagra-2 in 2021
• Fuding comes from Central Sector Scheme through Central Silk Board -It promotes organic farming and ecofriendly Silk - Vanya Silk
  • India is the 2nd largest producer of silk in the world after China, and the largest consumer. -India has the global monopoly for the production of 'Muga' silk.
  • The Central Silk Board is a statutory body established in 1948 by an Act of Parliament.

Ministry of New and Renewable Energy

• The Pradhan Mantri Kisan Urja Suraksha Evam Utthaan Mahabhiyan (PM-KUSUM) aims to ensure energy security for farmers in India.
• Increase the share of installed capacity of electric power from non-fossil-fuel sources to 40% by 2030 and was launched on March 2019

Ministry of Consumer Affairs, Food, and Public Distribution

• The National Food Security Act, 2013 moves from welfare to a rights-based approach to food and nutritional security.
• NFSA ensures access to adequate quantity of quality food at affordable prices.
• Beneficiaries: Up to 75% of the rural population and up to 50% of the urban population get subsidized food grains under TPDS.
• States/UTs bear the distribution cost.
• The Centre shares up to 50% of the intra-state transportation and handling costs of food grains with states.
  • Priority households receive 5 kg of food grains per person per month.
  • These are subsidized at ₹3/2/1 per kg for rice/wheat/coarse grains (Central Issue Price).
  • Poorest of the poor receive 35 kg of food grains per household (same grains and price as above).
  • Pregnant women and lactating mothers receive a meal during pregnancy and six months after childbirth A cash maternity benefit of ₹6,000 compensates for wage loss and nutrition intake.
  • Children from 6 months to 14 years receive food at Anganwadi (6 months to 6 years) and a Mid-day Meal (more than 6 years to 14 years). -The Price Stabilization Fund (PSF) Scheme regulates price volatility in critical agri-horticultural commodities (Onion, Potatoes, and Pulses). Funding: Central sector scheme -Interest-free advances are given to proposals from state governments, Union Territories (UTs), and Central Agencies/PSUs/Cooperative organizations. Launched: 2003-13 and again in 2014-15 Small Farmers Agri-business Consortium (SFAC) acts as Fund Manager (also implements eNAM). SFAC is an autonomous Society promoted by the Ministry of Agriculture, Cooperation, and Farmers Welfare.
• Pradhan Mantri Garib Kalyan Anna Yojana ensures sufficient food for the poor and migrants during the coronavirus crisis.
  • Launched from January 1, 2023 -All those covered under the National Food security Act 2013 are beneficiaries
  • 5 kg of grains (wheat or rice) for free is over and above the regular monthly entitlements. Targeted Public Distribution system (TPDS): -Aims to identify the poor households and give them a fixed entitlement of food grains, rice, and/ or wheat at subsidized prices. Launched in 1997 NFSA provides up to 75% coverage for the rural population to receive subsidized food grains, delinked from poverty estimates. Operated under the joint responsibility: Central and State/Union Territory (UT) Governments -Central Government: Procurement, allocation, and transportation of food grains
  • State / UT Government: allocating and distributing food grains, identifying beneficiaries, issuing ration cards, and supervising Fair Price Shops (FPSs).

MINISTRY OF AGRICULTURE AND FARMERS WELFARE

• Krishi Vigyan Kendra (KVK)

  • Aims to assess location-specific tech modules in agriculture, allied enterprises, and demonstrations.
    • 1974 at Puducherry under TNAU was the first KVK
    • KVK is part of the National Agricultural Research System (NARS)

• In India there are 731+ KVKs, SAUs control the most with UP having the highest KVKs.

• Components:

  • On-Farm: To assess location specificity of agricultural technologies under various farming systems.

  • Demonstration: Frontline demonstrations to establish the production potential of technologies on farmers' fields.

  • Capacity Building: Capacity development of farmers and extension personnel to update their knowledge and skills

  • Knowledge and Resource Centre: Resource centre of agricultural technologies for initiatives of the public, private and voluntary sectors

  • Farm advisory & training: Provide farm advisories to farmers using ICT and other media on varied subjects

  • The credit for the success of Krishi Vigyan Kendras (KVK): Dr. Chandrika Prasad

    • Mohan Singh Mehta Committee (1973) enunciated basic concepts of Krishi Vigyan Kendra. -Kisan Call Centre aims to answer farmers queries on a telephone call in their own dialect.
