PNP's Complementary Doctrine
- The PNP practices inter-agency collaboration with other LEAs, such as BJMP, BFP, PPSC, NBI, and others, to ensure public safety and peace and order.
National Bureau of Investigation (NBI)
- Established and modernized by virtue of R.A. No. 10867 on June 23, 2016.
- Headed by a Director appointed by the President, equivalent to an Undersecretary.
- Powers and functions include:
- Undertaking investigations and detection of crimes and offenses.
- Issuing subpoenas for appearance of persons for investigation or production of documents.
- Acting as a national clearing house of criminal records and other related information.
- Establishing and maintaining a Forensic and Scientific Research center.
Philippine Drug Enforcement Agency (PDEA)
- Created under the Office of the President as the lead agency and implementing arm of the DDB.
- Established by virtue of R.A. No. 10640 on July 15, 2014, to strengthen the anti-drug campaign.
- Responsible for the efficient and effective law enforcement of all provisions on dangerous drugs and controlled precursors.
- Inter-agency relationships:
- Maintains close coordination with the PNP, NBI, and Bureau of Customs.
- Coordinates with the PNP and other LEAs on all drug-related matters.
- Conducts anti-drug operations with the support of the PNP and other LEAs.
Inter-Agency Relationships
- The PNP, NBI, and other LEAs coordinate with the PDEA prior to anti-drug operations.
- The PNP, NBI, and other LEAs inform the PDEA of their anti-drug operations within 24 hours.
- The PDEA establishes and maintains a national drug intelligence system in cooperation with the PNP, NBI, and other LEAs.
- The PDEA may enter into a Memorandum of Agreement (MOA) with the PNP, NBI, and other LEAs to implement R.A. 9165 as amended.

- The PDEA, PNP, NBI, and other LEAs have the responsibility to appear as prosecution witnesses in dangerous drugs cases.
- Failure to appear as a witness without a valid reason may result in imprisonment and a fine.
- Administrative liability may also be meted out by the immediate superior and/or appropriate body.
