- When establishing a TSS, take into account:

- Accessibility for all persons
- Schools, churches and public buildings can usually be accessed and used as a TSS.
- Request transport resources like SEPTA buses and police wagons when needed and assist police with relocating displaced persons.
- Use medic units only as a last resort to transport people.
- Request extra medical equipment/personnel as needed.
- Notify OEM personnel of the evacuation of civilians and request they respond; they will assume TSS responsibility when they arrive.
- The incident commander should stay updated on all TSS activities.

- OEM personnel assist the EMS Field Supervisor, or their designate, in establishing the TSS.
- OEM assumes and maintains control of the TSS, utilizing OSHA and Red Cross resources.
