General Framework of the Study

• Introduction: The human pursuit of excellence and the significant advancement in information production and dissemination have led to the emergence of the internet in the mid-1970s. Its widespread adoption is due to ease of use and abundant information resources. The internet became a crucial data source for educational and research purposes in higher education. Global organizations are tasked with regulating and safeguarding internet information. However, the internet's vast reach also facilitates transgressions that challenge its security and safety, impacting user privacy and lawful operations. The challenge arises from individuals exploiting vulnerabilities for personal, ethnic, or political gains or simple personal validation. Copyright infringement is yet another growing problem. Researchers and academics in Constantine University are not immune to these global ethical and legal issues emerging from internet usage. This prompted the study.

Specific Research Goals

• The Study's Purpose: To address the ethical and legal concerns surrounding the internet concerning information access, privacy, and infringement on intellectual property rights. The study aims to shed light on these matters through a field study focusing on researchers and academics within Constantine University. The findings will be based on theoretical and practical research.

Challenges and Questions

• Problem Statement: The internet, though presenting advantages, is susceptible to numerous ethical and legal issues. The study will investigate how these issues affect the researchers' ethical norms, legal compliance as users of the internet, and their ability to defend against issues and transgressions in the realm of copyright, intellectual property, security, information access, safety, and user privacy.

• Research Questions:

• How do researchers utilize internet services and recognize the internet's potential threats and vulnerabilities?

• What are the ethical challenges faced within the internet environment?

• To what extent do these researchers face ethical considerations arising from internet use?

• What are the legal challenges and issues related to the internet?

• How did the ethical issues arise?

• How do the academics or researchers respond to these issues?

Hypotheses

• Hypothesis 1: The most widespread ethical concern confronting researchers on the internet are exposed to explicit content and viruses; these are exacerbated by readily accessible illicit materials from emails and websites.

• Hypothesis 2: Difficulties in formulating internet laws along with Algerian delays in regulating digital content left researchers vulnerable to violations of intellectual property rights.

• Hypothesis 3: Existing technical and legal measures to safeguard internet users are insufficient to prevent various digital risks.

• Study 3: (Hassan Mahdi) Focused on legal information issues, copyright, and international agreements related to digital rights.

• Study 4: (Abdel-Latif Al-Saoufi) Addressed copyright and digital publication in the context of libraries, and emphasized the need for updated laws to protect intellectual property in the digital realm.

• Study 5: (Najia Qmouh) Explored Algerian legal frameworks regarding copyright protection of digital content. She found the Algerian legislation insufficient, particularly regarding the treatment of digital material.

• Study 6: (Abu Bakr Mahmoud Al-Hawwash) Examined copyright issues relating to digital content and digital publishing. The study criticized existing laws for not adequately covering developments and challenges.
