Allocation Manager
- PERS-4013 (NAVPERSCOM Enlisted Placement Management Branch) manages personnel allocation.
- They oversee assignments and personnel actions to fill vacancies, adhering to MCA policies.
Excess Personnel Assignments
- Sailors in commands exceeding funded billets lack guaranteed backfill.
- Unfunded billet alignments are typically one-time actions.
Excess Positions
- Commands create excess positions for specific purposes (e.g., temporary, specialized assignments).
- MCA-created positions (by rating, pay grade, and NEC) can be "refillable excess billets" for Sailor assignments.
- After a Sailor rotates, the MCA determines if the "refillable excess billet" continues.
- If the need persists, a requisition is generated; assignments proceed normally.
- If the need ceases, the MCA removes the "refillable excess billet."
Held Billets
- Some billets remain unfilled at a command.
- These billets are flagged "held" in MNA.
- Requisitions exist but detailing isn't advertised until the MCA releases the hold.

Manning Actions
- FRIs initiate manning actions correcting mission capability deficiencies via PMAR.
- TYCOMs ensure compliance with PERSMAR reporting, assist units, and meet minimum manning thresholds.
- TYCOMs require submission of modified PERSMARs annually in October from aviation squadrons, ships, or other commands that are homeported overseas, permanently deployed, or employ a detachment concept of operations.
- PMAR functions inside MNA route manning actions affecting alignment, location, training or transfer status.
- PERS-4013 will initiate a deployment manning plan of action and milestones messages to all deploying units, to include a guide for planning and addressing command personnel manning issues and information regarding the strike group manning workshops.
Personnel Turbulence Mitigation
- PRD Adjustment minimizes personnel turbulence, improves manning stability during deployments, overhauls, and special missions, and gives the distribution system time to resolve manning issues.
- PRD adjustments can range from -6 months (early transfer) to +6 months (extended assignment).
- CO may request PRD adjustments at a maximum of plus or minus 90 days from established PRD per sea to shore flow.
PCS Divert
- PCS Divert resolves another command's manning deficiency. Entries are made in MNA; ideal if the old and new activities are similar.
Extraordinary Personnel Actions
- OPHOLD is a personnel action affecting Sailors under sea duty orders. It's used in exceptional circumstances at sea duty commands only.
- OPHOLD requests are sent by commands using naval message to their PC.
- OPHOLD requests for type-4 duty (overseas sea duty) will not normally extend more than 2 months beyond the DoD area tour applicable to the Sailor.
Assignment in Incorrect Pay Grade
- Assignment of personnel in a pay grade not equal to the requisition pay grade is a PAYSUB.

Gender-Specific Billets

- A command with a BA of 300 should have no more than 75 LIMDU personnel assigned.
Pregnant Sailor Sea Duty Limit
- Pregnant Sailors will not normally remain on board a sea duty command past the 20th week of pregnancy.
- A command with a BA of 35 should have no more than seven pregnant Sailors from sea duty assigned at any one time.
PERSMAR Program
- The PERSMAR Program was developed to provide a means for exchanging information between personnel managers and activities scheduled for deployment.
- Commands submit a PERSMAR Initial Report twelve months prior to deployment.
- Commands submit a PERSMAR SITREP message to identify and report personnel shortages below BA by rate, rating or NEC six months prior to deployment.
- For Sea Operational Detachments (SEAOPDET), PERSMARs will be submitted within the first 10 days of January each year.
- For Aviation Independent Deployer and Expeditionary Squadrons, PERSMARs will be submitted semi-annually, within the first 10 days of January and June.
