NAVPERSCOM Enlisted Placement Management Branch (PERS-4013) is responsible for directing and assessing the assignment of Sailors to fill vacancies, adhering to MCA policies.

EMIR (Enlisted Manning Information Report) is a comprehensive database that provides commands real-time details about their enlisted personnel. It is crucial for command leaders to make informed decisions about manning and assignments.

Billets that are designated with the NEC code "9999" are specifically reserved for Sailors of a particular gender.

PERS-454 has the authority to approve the assignment of LIMDU Sailors beyond the approved limits, provided the allocation manager also gives their consent.
