Perimeter Security Clearance Procedures

Application Process & Eligibility

  • Initial Assessment: An initial assessment (Annex B) must outline frequency and length of the proposed clearance.

  • Search and Seizure: Inmates with perimeter clearance are subject to search and seizure procedures.

  • Work Assignments: Work assignments can be daily, or specified number of days/hours per week (one day of clearance = any hours on that day).

  • Eligibility Criteria

  • Maximum-security inmates, and those detained beyond Statutory Release Date (CCRA) are ineligible.

  • Medium-security inmates (eligible for unescorted temporary absences) may apply.

  • Minimum-security inmates are eligible (unless waiting for Parole Board decision).

  • Application Review Process: Correctional Officer II/Primary Worker completes an Assessment for Decision (within 30 days of application) and notifies the inmate of the decision/rationale in writing within 5 working days.

  • Correctional Manager Role: The Correctional Manager reviews applications and recommends to the decision maker (on appropriateness of applications as well as supported or rejected cases) .

  • Supervision: Supervision requirements are specified by the decision maker. Direct/constant supervision is generally not required for those who have completed unescorted absences in the last year.

Termination & Review

  • Cancellation: If a clearance is cancelled, at least seven days of custody are required, and a new assessment is necessary.

  • Appeal: Inmates can appeal a decision through the offender redress process (CD 081).

  • Subsequent Reviews: Subsequent reviews of applications may be conducted no sooner than six months following a negative decision.

  • Changes: Any changes to an approved perimeter security clearance plan require a new assessment for decision.
