Pedestrian and Driver Safety

• Drivers and pedestrians both share the responsibility for traffic safety.
• Drivers should always be prepared to yield the right-of-way.
• Drivers should avoid driving unnecessarily close to pedestrians.

Pedestrian Crossings

• Use pedestrian tunnels or bridging when available.

Roadways

• Pedestrians should only walk on a roadway if a sidewalk or shoulder is present.
• Walk as close as possible to the outside edge of the road.
• In two-way traffic, pedestrians should walk facing oncoming traffic.
• On highways without sidewalks but with shoulders, pedestrians should walk on the shoulder as far from the roadway as possible.
• Do not walk on a roadway under the influence of alcohol or other drugs.

Pedestrians with Disabilities

• Pedestrians with disabilities using guide dogs, white canes, wheelchairs, or other assistive devices have the right-of-way.
• They are granted the same rights as any pedestrian.

Joggers/Walkers

• Use jogging paths when provided.
• On public roads, joggers/walkers should select wide roads with good shoulders.
• Face oncoming traffic.
• Remember to look and listen for cars.
• At night or with poor visibility, use well-lit areas and wear reflective clothing.

Motorcycles

• Motorcycle riders have the same rights and responsibilities as other roadway users.
• Pay special attention to motorcycles due to their size and vulnerability in a crash.

Bicycles

• Bicyclists, including those on e-bikes, have the same rights and responsibilities as other roadway users on most roadways.
• Bicyclists are prohibited on limited-access highways, expressways, and marked roadways.
• Bicyclists must travel in the same direction as vehicles.
• Bicyclists should travel to the right of faster-moving traffic, but may move toward the center of the lane to avoid hazards like rough surfaces or drainage grates.
• Motorists must yield the right-of-way to bicyclists.
• When passing a bicyclist, give at least 3 feet of space and slow down.
• Crowding or threatening a bicyclist is prohibited.
• Motorists should not park or drive in marked bicycle lanes.
• Give bicyclists plenty of room and be ready to stop when following them.
• Use extra caution during rainy and icy weather.
• Do not use high beams with oncoming bicyclists.
• Check for bicyclists before opening vehicle doors after parking.
• When turning left and a bicyclist is entering the intersection from the opposite direction, wait for the bicyclist to pass first.
• If sharing the left-turn lane with a bicyclist, stay behind until the bicyclist completes the turn safely.
• If turning right and a bicyclist is approaching on the right, allow the bicyclist to go through the intersection first.
• Low-speed electric or gas-powered bicycles must have < 1 horsepower.
• Operators must be at least 16 years old.
• Low-speed electric and gas bicycles may only be driven on streets with a maximum speed of 20 mph.
• These are prohibited on sidewalks.
• Low-speed and electric bicycles must follow all laws applicable to bicyclists.
• Bicyclists should stay within bicycle lanes marked on city streets.
• Bicyclists should be aware of parked vehicles and the potential for "dooring."
• The "Dutch Reach" method involves using the hand farthest from the door when exiting a vehicle to force looking for oncoming bicyclists or traffic.
