- Litter is defined as any substance that could injure someone or damage property, including glass, nails, cans, rubbish, and burning material.
- Median is the area between two roadways, used for traffic control and separation.
- Panhandler is someone who asks for money or items through verbal or nonverbal actions.
- Peddler is someone who sells goods door-to-door, such as candies, food, or magazines or who sells goods or services from any location within the city limits, excluding a permanent business establishment.
- Policy of the Omaha Police Department is to enforce laws regarding peddlers and panhandlers, as established in city ordinances.
- Procedure for peddler permits: applications are submitted to the City Planning Department. Applications are reviewed and a background check is conducted before approval or denial is issued.
Peddler Permits
- Applications must be filed with the City Planning Departments Permits and Inspections Division.
- The City Planning Department forwards door-to-door sales applications to the OPD Front Desk Squad for further review.
- The Front Desk Squad conducts a background check and reviews if the application is appropriate.
- Applications can be denied for reasons including providing untrue information, offenses involving felonies or moral turpitude within the last ten years.
- Permit details are required including the name, address, kind of goods or services, and validity period.
