  • Effective Date: November 2, 2021
  • Supersedes: June 14, 2016
  • Accreditation Standards: None
  • Number of Pages: 13

Contents

  • General Notification Guidelines
  • Non-Agency Deaths and Injuries
  • Death or Serious Injury of Agency Member
  • Death of Agency Member's Family Member
  • Unsuccessful Attempts
  • Glossary

Purpose

  • To provide guidelines for notifying next of kin of deceased or seriously injured individuals, both within the Sheriff's Office and externally.
  • To direct officers in caring for the emotional needs of critically injured, ill, or deceased employees' families.
  • For line-of-duty deaths of deputies, funeral arrangements are dictated by the deputy's family, taking precedence over agency preferences.
  • Applies to all agency employees, regardless of whether the death or injury is duty-related, including policies on death notification and family assistance.

Scope

  • This order applies to all members of the Pasco County Sheriff's Office.

Discussion (Procedures for Notification)

  • Health Check: A neighborhood check may be done to assess the emotional well-being of the next of kin before contact.
  • Victim Advocate: A victim advocate may be requested on a case-by-case basis.
  • Next of Kin Line of Succession: Notification follows a specific order: spouse, adult children, legal guardians of minor children, parents, then siblings.
  • Notification: Gather appropriate family members, prioritizing the security of children; the officer making the notification or a victim advocate should offer support services, including clergy.
  • Background Information: Provide relevant details about the incident without jeopardizing the investigation.
  • Identification: Provide contact information and case numbers.
  • Non-Agency Deaths and Injuries (Within Jurisdiction): A uniformed officer, or a sergeant/lieutenant if the officer isn't available, makes the notification.
  • Non-Agency Deaths and Injuries (From Another Jurisdiction): Public Safety Communications will locate and provide information to determine the next of kin. Notifications are made by a sergeant, or two deputies if the sergeant isn't available. Next of kin is given the name and contact number of the agency personnel handling initial investigation.

Death or Serious Injury of Agency Member

  • Member Death Notification Form: Employees complete a form (PSO #20147) to specify notification preferences for serious injury or death while on duty. The form should be updated regularly and kept with the employee's district and personnel file.
  • Death or Critical Injury Notification: Procedures should prioritize the wishes of immediate survivors over agency preferences.
  • Agency Responsibility: Any officer investigating the incident (on or off duty) immediately contacts the appropriate supervisor.
  • Release of Member's Name: The name of the deceased/injured member is not released to the public until the information is communicated to immediate survivors.
  • Media: If the media gets the name of the member before contacting survivors, the PIO should ask the media to withhold the information.

Notification of Immediate Survivors

  • Method: Make notifications as quickly as possible using person-to-person communication whenever possible.
  • Location: Do not make notifications on the doorstep; provide a comfortable setting for the immediate survivors.
  • Details: Inform survivors slowly and with detailed information on the situation.
  • Transportation: Provide immediate transportation to survivors to the hospital if necessary, before the member passes away.

Appointment of Agency Coordination Personnel

  • Hospital Liaison: Coordinates all necessary details to receive survivors.
  • Agency Liaison: Works between Family Liaison and other agency functions.
  • Family Liaison: Works to accommodate the survivors in funeral arrangements, requests for personal assistance, etc.
  • Benefits Coordinator: Provides information and facilitates the appropriate benefits to ensure the survivors' financial security following the event of the employee's death.

Public Information Officer (PIO)

  • Coordinates with the media and agency personnel to ensure information is released responsibly.

Continued Follow-up with Immediate Survivors and Other Family Members

  • Maintain support for immediate survivors and other family members.
  • Provide activities, such as memorial services or memorial plaques.
  • Offer support during court proceedings.

Death of Agency Member's Family Member

  • Immediate supervisor notifies the appropriate commander, who informs the Sheriff and the Human Resources Director.
  • Victim advocate is notified when the situation warrants.

Unsuccessful Attempts

  • Procedures for when next of kin cannot be reached.
  • Contact procedure for if the initial officer is unable to complete the task before they are no longer on-duty.

Glossary

  • Defined terms used in the general order, including Agency Liaison, Beneficiary, Benefits and CISM
