Panchayati Raj refers to the system of local self-government that was established by the Government of India after independence. This decentralized form of government is designed to ensure better representation of people's needs and concerns, closer proximity between elected officials and the citizens they serve, and more effective execution of development programs. At its core, it aims to bring democracy deeper into rural areas where most Indians live, improving their access to civic services and giving them a voice in how these services are delivered.

In the context of panchayats, the term 'gram panchayat' refers specifically to the village council, which is the lowest level of the three tiers of governance under Panchayati Raj. These councils are responsible for governing villages with populations ranging from fewer than 1,000 to over 7,500 people, depending upon the state. They perform functions such as public distribution of food grains, maintenance of roads, establishment of schools, primary health centers, and so on.

The Panchayati Raj System has been in place since the early days of Independence because of the belief that if villages were brought within the democratic process, they would develop faster. Since the beginning, there have been graded levels of elections held through gram sabhas or samitis. A Gram Sabha consists of all adult members of the hamlet while the Samiti includes those who can read or write.

Some key aspects of the Panchayati Raj System include the election of representatives by secret ballot every five years; provision for reservations to scheduled castes and tribes; constitutional status granted to the Zila Parishad, Mandal Praja Parisads and Gram Panchayats; reservations for women; transferable voting rights given to property owners only; and indirectly elective bodies serving in the different levels of Panchayati Raj. Each Gram Panchayat also establishes a committee consisting of a chairman, vice-chairman, secretary, treasurer, accountant, sewage disposer, welfare officer, water supply officer, agricultural officer, etc., to carry out various activities required for the smooth functioning of administration.
