- Reserved seats for Muslims in Punjab and Bengal if adult suffrage not established
- Federal form of government with residual powers vested in provinces
- Sind to be made a separate province; reforms to be introduced in NWFP and Balochistan
Nehru Report
- Presented in the fourth session of the All Parties Conference in 1928

- Semi-independent polities under British Crown with parliamentary form of government
- Bicameral legislature consisting of Senate and House of Representatives
- Governor-General to act on advice of executive council
