Employment after Retirement
- A retired civil servant cannot be re-employed under the Federal Government unless it is necessary in the public interest and with the prior approval of the authority next above the appointing authority.
- A civil servant can seek private employment during leave preparatory to retirement or after retirement from government service, but requires prior approval of the prescribed authority if seeking employment within two years of retirement.
Conduct and Discipline
- The conduct of a civil servant is regulated by rules made or instructions issued by the Government or a prescribed authority.
- A civil servant is liable to prescribed disciplinary action and penalties in accordance with the prescribed procedure.
Retirement from Service
- A civil servant retires from service on a date after completing 20 years of service qualifying for pension or other retirement benefits as directed by the competent authority.
- If no direction is given, retirement is on the completion of the 60th year of age.
- The competent authority must inform the civil servant in writing of the grounds for early retirement and give a reasonable opportunity to show cause against the direction.
Absorption of Surplus Civil Servants
- A civil servant rendered surplus due to re-organization or abolition of a division, department, or post may be appointed to a post carrying basic pay scale equal to the post held before, if qualified and fulfilling the conditions applicable to that post.
- If no equivalent post is available, a lower post may be offered, and the pay of the higher post will be protected.
Invalid Appointments
- If an appointment was made without observing the prescribed procedure or fulfilling the prescribed qualification, experience, and age limit, the appointing authority may send a reference to the Federal Public Service Commission to determine the fitness of the appointee for the post.
