Department of Environment and Natural Resources (DENR)
- The DENR logo represents an ideal environment: clear skies, fresh air, pristine forests, healthy seas
- The DENR aims to leave a legacy of a healthy environment for the people.
- The well-being of people and communities is a result of a wholesome ecosystem.
Legal Basis
- Presidential Decree 461 (May 17, 1974) reorganized the Department of Agriculture and Natural Resources (DANR) into separate Departments of Agriculture and Natural Resources.
- Executive Order 131 (January 30, 1987) created the Department of Environment, Energy, and Natural Resources (DEENR).
- Executive Order 192 (June 10, 1987) reorganized DEENR, renamed it DENR, defined its mandate, and structured its offices (regional, provincial, community).
Mandate
- The DENR is responsible for conservation, management, and development of the country's environment and natural resources.
- Ensure proper use and protection of resources within a sustainable development framework.
National Development Agenda
- Preserving the environment is a high priority for national progress.
- Protecting natural resources is crucial for national development. (PGMA, May 17, 2005)
Logical Framework (DENR)

- MFO 1: Plans and policies developed, promoted, implemented, monitored, and evaluated. Specific clients include private sector, legislators, policy-makers, other agencies, local governments, civil society and general public.
- MFO 2: Ecosystems and natural resources developed, protected, conserved, enhanced, and degraded ones rehabilitated.
- MFO 3: Appropriate/comprehensive regulations/standards developed, implemented, monitored, and enforced. Agencies covering natural resource use monitored and maintained, and partnerships with law enforcement and local governments established.
