NSTP Law (RA 9163)

• The National Service Training Program Act of 2001 (RA 9163) is the legal basis for the National Service Training Program (NSTP)
• The act states that NSTP is aimed at enhancing civic consciousness and defense preparedness in the youth
• It is meant to develop the ethics of service and patriotism through training in any of its three program components

Components of the NSTP

• Reserve Officer’s Training Corps (ROTC): Provides military training for national defense preparedness
• Civic Welfare Training Service (CWTS): Contributes to the general welfare of the community and enhances its facilities
• Literacy Training Service (LTS): Trains students to teach literacy and numeracy skills to school children, out-of-school youth, and other segments of society

Coverage of the NSTP

• All incoming freshmen students, both male and female, enrolled in any baccalaureate or at least two-year technical-vocational or associate courses, are required to complete one NSTP component as a graduation requirement
• The NSTP law also covers state universities and colleges (SUCs), private higher education institutions, and technical-vocational education institutions

Duration and Course Units for the NSTP

• All NSTP components last for an academic period of two semesters, with fifty-four to ninety training hours per semester
• The NSTP is credited for three units per semester

Fees and Charges for the NSTP

• Only basic tuition fees are collected from students enrolled in any of the NSTP components
• This tuition is not to exceed fifty percent of the school's per academic unit charges

The NSTP One Summer Program (NSTP-OSP)

• The NSPT-OSP is designed for graduating students, both baccalaureate and technical-vocational, who haven’t completed the NSTP
• The OSP allows students to focus on academic subjects and co-curricular concerns by offering a condensed NSTP training period
• The OSP program is jointly devised, formulated, and adopted by the Department of National Defense (DND), Commission on Higher Education (CHED), and Technical Education and Skills Development Authority (TESDA)
• The OSP includes all three NSTP components: ROTC, CWTS, and LTS

National Service Reserve Corps (NSRC)

• The NSRC is composed of graduates from the non-ROTC NSTP components: CWTS and LTS
• This program is established under Section 11 of the NSTP Act of 2001

Clustering and Cross-Enrollment

• Clustering of students from different education institutions may be done during semesters or summer periods
• Cross-enrollment is allowed for students who need to take NSTP components not offered at their own school
• This process may occur between institutions under the CHED or TESDA, or even those with ROTC programs managed by different branches of the Armed Forces of the Philippines (AFP)
