NSTP Act of 2001 (RA 9163)
- RA 9163 was signed into law by former President Gloria Macapagal Arroyo in 2001.
- It replaced the ROTC Program and was implemented in Academic year 2001-2002.
Declaration of Policy
- The government has a responsibility to serve and protect its citizens.
- Citizens have a duty to defend the security of the state.
- The state shall promote civic consciousness, physical, moral, spiritual, intellectual, and social well-being among youth.
- The state shall cultivate patriotism, nationalism, and youth involvement in public and civic affairs.
NSTP Components
- NSTP is designed to enhance a youth's contribution to the general welfare.
- NSTP has three program components:
- Military Training Service (MTS) / Reserve Officer’s Training Corps (ROTC) - Provides military training to tertiary level students for national defense.
- Civic Welfare Training Service (CWTS) - Focuses on community welfare activities.
- Literacy Training Service (LTS)- Trains students to become teachers of literacy and numeracy skills.
Implementing Rules and Regulations
- The DND, CHED, and TESDA jointly issue guidelines for the implementation of RA 9163.
Program Implementation
- All incoming freshmen students in baccalaureate and two-year technical-vocational or associate courses must complete one NSTP component as a graduation requirement.
- Exception: Students pursuing a second baccalaureate or technical-vocational/associate course after graduation, and foreign students.
- Higher educational institutions including State Universities and Colleges (SUCs) and technical-vocational education institutions must offer all three NSTP components.
- SUCs are mandated to provide and maintain the ROTC component.
- All freshmen must undergo a 25-hour common module in their first semester including: Drug Education, Disaster Awareness, Preparedness, and Management, Environmental Protection, and National Security concerns.
Duration and Equivalent Course Unit
- Each NSTP component is for two semesters with a credit of three units per semester.
- Each semester requires 54 to 90 training hours.
- A one-semester Summer Program in lieu of the two-semester program may be offered at the discretion of DND, CHED, and TESDA, subject to school and AFP capabilities.
Organization of NSTP Graduates
- Graduates of the non-ROTC NSTP components belong to the National Service Reserve Corps (NSRC) and can be mobilized for literacy and civic welfare activities in times of calamities.
- CHED, TESDA, and DND, in collaboration with DILG, DSWD, and relevant agencies, establish guidelines for the NSRC.
- ROTC graduates are part of the Citizen Armed Force as per RA 7077, subject to DND regulations.
