Reservist and Reserve Force Development

Mission and Organization of the Citizen Armed Force

• To provide the base expansion of the AFP in the event of war, invasion, or rebellion
• To assist in relief and rescue during disasters or calamities
• To support socio-economic development
• To operate and maintain essential government or private utilities in the furtherance of overall mission

Category of Citizen Soldiers

• First Category: ages 18 to 35 years old
• Second Category: ages 36 to 51 years old
• Third Category: above 51 years old

Classification of Reserve Force Units

• Ready Reserve: composed of Citizen Soldiers belonging mostly to the first category reserve
• Standby Reserve: composed of Citizen Soldiers belonging mostly to the second and third category reserve
• Retired Reserve: composed of Citizen soldiers who have qualified for retirement through length of service, old age, or disability

Utilization of Reserve Force

• Mobilization: utilization of the reserve force in times of emergency to meet threats to national security
• Full Mobilization: shall be through the joint act of the Congress and the President
• Partial Mobilization: only the units of the Ready Reserve as necessary to meet the threat will be activated
• Selective Mobilization: shall be by the authority of the President, only selected units of the Ready Reserve of the localities involved are activated

Status of Reservist Under Mobilization

• When CAD shall receive all the pay and allowances, medical care, hospitalization, privileges, and benefits prescribed by law

Mobilization Center

• Shall be established in each province as many mobilization centers as needed

Demobilization

• The President shall order the demobilization

AFP and National Defense

• Art. XVI, Sec 4 1987 Constitution: provides that the AFP shall be composed of a Citizen Armed Force who shall undergo military training and serve as may be provided by law
• National Defense Act of 1935: provides that during national emergencies, the government has the right to mobilize its citizens and resources, either public/private as may be deemed necessary for national defense

Reservist Identification

• AA - A 99-999999 PAF: Locator code for enlisted reservist indicating home province by time of enlistment
• A - Source of Enlistment Code: Training qualification of EP reservist
• 99 - Enlistment Year Code: Last two digits of the year to indicate original appointment of EP reservist into the AFP reserve force
• 999999 - Numeric Sequence: Composed of six-digit number starting from 000001
• PAF - Branch of Service: Represented by PAF for Philippine Air Force, PA for Philippine Army, and PN for Philippine Navy

Air Defense Operations

• The defense of the country by the AFP is mandated by the Constitution
• The role of the defense establishment as stated in the Revised Administrative Code of 1987 is to guard the country against external and internal threats to national peace and security
• RA 7077: provides for the development, administration, organization, maintenance, and utilization of the Citizen Armed Forces of the Philippines
• RA 9163: establishes the NSTP for tertiary level

Philippine Air Defense System

• The PAF is tasked with the responsibility of maintaining and operating the Philippine Air Defense System (PADS)
• Air Defense Command and its operating units were organized, including the 580th Air Base Group at San Fernando City, La Union, and the 5th Fighter Wing at Basa Air Base, Pampanga
• PADS (Philippine Air Defense System) is the overall air defense posture of the Philippine organized into command and control, surveillance, and weapons platform

Phases of Air Defense Operations

• Detection: primary responsibility of the Air Defense Direction Center or radar sites
• Identification: done by the Air Defense Control Center at Air Defense Command through flight plan correlations with Air Transportation Office (ATO)
