NSTP Overview
- RA 9163, or the NSTP Act of 2011, addresses public concerns regarding ROTC reforms.

- Implementation began in the school year 2002-2003 for all Higher Education Institutions (HEIs).
Purpose of NSTP
- Aims to enhance defense preparedness and service ethics in youth.
- Encourages active youth contributions to community welfare through training in three components.
NSTP Components
- Reserve Officers Training Corps (ROTC): Focuses on military training to prepare students for national defense service.
- Literacy Training Service (LTS): Trains students to teach literacy and numeracy skills to children and out-of-school youth.
- Civic Welfare Training Service (CWTS): Involves activities for the welfare and betterment of community life.
Student Participation Requirements
- First-year students (male and female) in baccalaureate or two-year programs must complete one NSTP component to graduate.
- Each component is undertaken for two academic semesters, worth three units per semester (54-90 training hours).
- Students who completed ROTC can switch to CWTS or LTS, given they finish the respective series of courses (CWTS 1 & 2 or LTS 1 & 2).
Exemptions and Documentation
- Elected or appointed youth officials (Kabataan Officials) in good standing are exempt from NSTP requirements.
- SK officials must submit documented reports of community programs, projects, and activities during their term.
Grading and Certification
- NSTP units do not impact the Grade Point Average (GPA) of graduating students.
- Students who complete NSTP receive a SERIAL NUMBER on their Transcript of Records (TOR).
- CHED issues serial numbers for CWTS and LTS graduates, while the Department of National Defense issues them for ROTC.
Summer Program Option
- A Summer Program (OSP) can replace the two-semester requirement, contingent upon the school's and AFP's capabilities.

- Based on RA 10742, known as the SK Reform Act of 2015, all Sangguniang Kabataan (youth councils) are impacted by these guidelines.
