NexGen IT Implementation for CE Operations Flights
- NexGen IT allows for electronic submission of non-emergency CE requirements (SRs) by FM or CE personnel, replacing phone calls and paper submissions.
- SRs require detailed descriptions to facilitate effective processing and solutions.
- Life cycle management remains largely consistent, only procedures change due to NexGen IT.
Roles and Responsibilities
- BCE: Manages customer expectations.
- CEOE: Chairs the Work Request Working Group (WRWG) and oversees CEOER analysis of U-Fix-It materiel and extraneous 3C requirements.
- CEOER (Requirements Section): Manages in-house requirements, reviews work tasks (WTs), updates WTs, processes accepted WTs, and creates facility projects and associated WTs.
- CEOER (Optimization Section): Manages Sub-AMPs, submits requirements, analyses historical requirements, analyses and suggests U-Fix-It materiel, and manages facility projects.
- CEOEM (Materiel Control U-Fix-it Program): Notifies CEOE and CEOER of available materiel, identifies U-Fix-It FOFP/WTs to CEOER, manages stock replenishment, and approves authorized customer materiel issues.
- CEOES (Service Contracts): Manages BIG-3 and One Time Service Contract Requests.
- 3E Technician: Identifies Corrective Maintenance (CM) and creates SRs in NexGen IT, associating assets to CM SRs.
- FM: Identifies problems and submits SRs, creates SRs in NexGen IT or calls emergencies to CEOER, identifies U-Fix-It requirements, and performs minor maintenance.
Service Request (SR) Process
- NexGen IT SR replaces AF Form 332 as the official request documentation.
- AF Form 332 serves as the official submission method for missing electronic processes.
- All CM and new facility requirements start as SRs, applicable to all customers.
- SR descriptions must be clear and concise, describing work/problems with location, donated resources, execution preference, mission impact, need-by date, and supporting documents (e.g., FSD, RAC).
- Mission-critical, time-critical, new requirements, or facility projects require a commander's signed memo/email or AF Form 332, stating knowledge and authorization, and providing justification and mission impact.
- Required documentation (drawings, pictures, schematics, etc.) for significant requests is uploaded to SR Notes & Documents (N&D).
- Customers use facility numbers to request new buildings/structures.
Vetting New Requests (Work Tasks (WTs))
- CEOER typically receives WTs from FM/customer SR submissions.
- Emergency requests (Priority 1) are submitted verbally and documented by CE.
- FMs should not submit emergencies via SR.
- Completed emergency WTs document resources, labor, and material cost.
- Follow-on repair/maintenance actions necessitate new SR submissions.
- Requirements are reviewed for accuracy, feasibility, complexity, and priority.
- Checks for duplicates, CE responsibility, adequate description, feasibility with U-Fix-It, required documents, priority/classification, warranty/service contract coverage, FOFPs, CATEX applicability, authority delegation, privatized/contracted activities, and potential mission/time criticality.
- Expediting is balanced against life-cycle management to maintain efficiency.
- New (add) WTs are created directly by CEOER using the "added" function; This is not used by other CE personnel.
Delegation and Authority
- BCE delegates authority as needed, ensuring personnel training on review actions.
- Delegation is taken to the lowest possible level, including CEOER 'CSU Role' members, with maintenance & repair approvals at appropriate levels.
Asbestos Management, Environmental Considerations, and Contracts
- AFI 32-1001 management and operating plans must be available.
- Requirements are vetted against asbestos plans (and similar requirements)
- CATEX applicability is determined as needed, and is delegated.
- CE approval is required before contracting/customer-funded projects, with specific information from customers (e.g. SOWs).
- Contracting Squadrons co-ordinate to ensure CE inclusion in checklists.
- Lack of coordination will be addressed with necessary personnel.
Sustainment, Fire/Safety, Work Classification, and Reimbursements
- CEOER processes requirements within delegated authority to Actual Time Accounting (ATA) without WRWG review.
- Requirements include fire/safety deficiencies reported to the FM.
- Appropriate work classification, documentation, funding, and process requirements are followed, per regulations.
- NexGen IT uses “Customer Records” for reimbursement invoices.
- CEOER coordinates with CEFMs Office for reimbursable SRs. Fund sources and customers are identified.
- Reimbursements are based on financial rules and supported by cost accounting.
- CE Operations Flight is responsible for ensuring correct cost recording and clarifying maintenance actions with cost accounting.
- DoD components (and other entities) are responsible for programming and funding reimbursable support agreements.
- Non-reimbursable support to other entities is generally not permitted by the DoD.
- Work is tracked through assignment and tracking status.
Pseudo Locations, WT Coordination, Warranty, and RPIM
- Pseudo locations are used for non-RP requirements to provide a primary work location, which is adjusted by CE.
- Minimum safety, fire, and environmental coordination is required for new work, modifications, and renovations.
- CEOER manages WT coordination (often via WRWG).
- Warranties and ROI from assets/projects, engineering and in-house operations impact warranty creation decisions.
- RPIM selections are based on work type (UMC, CM, etc.).
Housing and Facility Operations Facility Project (FOFP)
- Housing requirements use established "Housing Customer Organizations" and "Military Family Housing (MFH) Work Type".
- FOFPs provide time and material accounting for facility operations, such as snow operations, have limited administrative requirements for processes not needing WRWG review.
Service Contracts and Rejecting WTs
- CEOER forwards Service Contract (SC) requirements to SC Managers.
- 'Closing' WTs, excluding "Big 3" Service Contracts or delegated close-out processes.
- WTs requiring system updates are reviewed by CEOER for closeout.
- WTs are rejected for duplication, lack of CE responsibility, or other valid reasons (but not for cost-associated items).
U-Fix-It Program and Sub-AMP Plans
- U-Fix-It replaces self-help, and is for simple FM-fixable problems.
- It is optimized for resource constraints
