Study Notes

  • Members must perform a minimum of 12 to 14 days of Active Duty (AT) each fiscal year when required.
  • Reservists must accrue at least 50 points each anniversary year to obtain a qualifying year toward retirement.
  • All drilling Navy Reservists must sign a NAVRES 1570/2 to acknowledge their understanding of the Navy's policy on IDT (Initial Duty Training) attendance, absence notification, and missed IDT procedures.
  • The Commanding Officer (CO) of the command to which a member is ordered determines whether their AT performance was satisfactory.
  • Failure to meet satisfactory participation requirements results in ineligibility for incentive bonus, MGIB, and promotion.
  • Administrative actions for unsatisfactory participation include:
    • Enlisted personnel placed on probation for 6 months, or processed for ADSEP (Administrative Discharge from Enlisted Personnel).
    • Officers may have their drill assignments cancelled and be transferred to the IRR (Individual Ready Reserve), and may be recommended for separation for cause.
  • Members placed on probation will be counselled concerning the requirement for future participation and will sign the NAVPERS 10770/613.
  • One retirement point is awarded for each day of attendance at an authorized military department-sponsored seminar, symposium, or similar assembly.
  • Enter the first 15 letters of the Reservist's last name on the NAVPERS 1810/1.
  • A maximum of 90 inactive points per year can be credited to the anniversary year ending on or after that date.
  • A maximum of 2 inactive retirement points may be awarded in 1 calendar day for any activity or combination of activities and no more than 1 point for any day in which the member is in an active service on Active Duty including AT, ADT, or ADSW.
  • A maximum of 2 retirement points may be credited for attendance at IDT periods in any 1 calendar day.
  • One point per 3 hours of authorized non-resident instruction (Navy correspondence courses) successfully completed.
  • Enlisted personnel promoted to E7, E8, or E9 in the Navy Reserve who voluntarily request retirement must have served satisfactorily for 24 months in the grade in which they wish to be retired.

Retirement Point Recording

  • Retirement point credits for Navy Reservists are recorded and maintained in the Navy Enlisted/Officer Participation System (NEOPS), a subsystem of IMAPMIS.
  • Retirement point credits for AT/ADT are recorded in NSIPS via the supporting NOSC or service record holder

Voluntary Retirement/Transfer to Retired Reserve

  • Applications for voluntary retirement or transfer to Retired Reserve status should be submitted 6-12 months in advance of the requested date to NAVPERSCOM (PERS-912).
  • To receive Retired Pay for non-regular service, a Reservist must be at least 60 years of age.
  • The application must be completed and sent to NAVPERSCOM (PERS-912) within 30 days of receipt.
  • To establish a complete NEOPS record of retirement point credits and the member's anniversary year date, prior Active Duty and ID service data from another Reserve component, previous enlistment, or appointment information must be reported by NAVPERS 1810/1, Naval Reserve Retirement Point Capture.
  • Navy Personnel Command notifies Navy Reserve personnel 3 to 6 months in advance of their eligibility for non-regular service retired pay.

Retired Reserve Privileges (Gray Area Retirees)

  • Identification Card: DD 2 (RES) (submitted with DD 1172)
  • Uniform Wearing: Use "United States Navy – Retired" in their title for ceremonies or official functions.
  • Eligibility for Benefits: Former members discharged without pay but eligible for non-regular retired pay at or after age 60 are eligible for commissary, exchange, and MWR benefits, and are entitled to the DD 1173. They are also entitled to VSGLI (Veterans Servicemembers Group Life Insurance).

Reserve Component Service Years

  • Members who have earned 20 or more years of qualifying service on or before April 24, 2005, must have served for 6 years in a Reserve component.
  • For SELRES determined to be NPQ/unfit, a maximum of 15 years of qualifying service is needed to be eligible for non-regular service retired pay at or after age 60.

Additional Information

  • All Navy Reserve officers in an active status (USNR-R or USNR-S1) or on the ISL (USNR-S2) in a rank below rear admiral (lower half) who have not been recommended for promotion to the rank of rear admiral (lower half) will be transferred to the Retired Reserve or discharged when they reach 62 years of age.

  • Honorary retirees are not entitled to military retired pay benefits, nor are they authorized to retain a U.S. Armed Forces identification card.

  • Members will normally be retired in the highest grade or rate in which the members served satisfactorily as determined by SECNAV (OPNAVINST 1820.1).

  • An eligible retirement Navy reservist has 30 days to complete retirement notification packages sent from Navy Personnel Command.

  • Reserve component officers (O1 through O4) require a minimum of 6 months of service in the desired grade for discretionary retirement. Officers (O5 through O8) require 3 years.

  • Officers in the Navy Reserve who desire appointment in another service must submit a DD Form 368.

  • Gray Area Retirees are those who transferred to Retired Reserve status after completing the required service for non-regular retired pay benefits. (Not under age 60)

  • Honorary Retirees are those transferred to Retired Reserve in lieu of a discharge, transfer, or retention in the Standby Reserve (inactive status), and are not eligible for non-regular service retirement pay.

Officers Recently Released/Separated from Active Duty

  • Assigned to the Navy Reserve require a NAVPERS 1200/1 (Ready Reserve Transfer Request Service Agreement).
  • Acceptance and Oath of Office paperwork is required.
  • A copy of the most recent DD Form 214 is needed.
  • A copy of the separation orders is required.

Ready Reserve Obligation

  • Officers are under an indefinite Ready Reserve Service Agreement.
  • They remain Ready Reservists until separated or transferred.

Higher-Level Security Clearance

  • Supporting NOSC Command (CO) grants security clearances for Navy Reserve officers.

Non-prior Service Personnel
