National Service Training Program (NSTP)
- NSTP is mandated by Republic Act No. 7077, a required part of baccalaureate and two-year technical-vocational curricula.
- Includes three service components: Reserve Officers' Training Corps (ROTC), Literacy Training Service, and Civic Welfare Training Service.
- ROTC is optional and voluntary.
- All three components emphasize citizenship training, instilling patriotism, moral values, respect for civilian rights, and constitutional adherence.
- CHED, TESDA, DND, PASUC, and COCOPEA may develop additional program components.
Flag Display and Ceremonies
- The Philippine flag is displayed daily on public buildings, residences, plazas, and educational institutions.
- Permanent 24/7 display at specified locations (Malacañang Palace, Congress, Supreme Court, Rizal Monument, etc.).
- Display on private property on specific holidays (Araw ng Kagitingan, Labor Day, National Flag Day, Independence Day, National Heroes Day, Bonifacio Day, Rizal Day) and other designated days.
- Government offices and educational institutions observe flag-raising (Mondays) and lowering (Fridays) ceremonies.
- Rules and regulations for flag ceremonies are issued by the Office of the President, based on the National Historical Institute's recommendations.
- Improper flag use (advertisements, alien-occupied buildings) is prohibited.
National Anthem (Lupang Hinirang)
- Must be performed according to Julian Felipe's original arrangement and tempo.
- At public gatherings, attendees stand at attention, face the flag (or band), and salute during the anthem's playing or singing.
- Performance is not permitted for mere recreation or amusement, except for specific occasions (international/local competitions, broadcasting sign-on/off, film screenings, theater openings, and other Institute-approved events).
Legal Protections and Rights
- No imprisonment for debt or non-payment of poll tax.
- No double jeopardy for the same offense (conviction or acquittal under a law or ordinance bars further prosecution).
- No ex post facto laws or bills of attainder.
Philippine Citizenship
- Defined as permanent membership in the political community, entailing allegiance and entitlement to state protection.
- Acquired through birth (jus sanguinis or jus soli) or naturalization.
- Natural-born citizens are those who are citizens from birth without needing any action to acquire citizenship. Those who elect Philippine citizenship under Article IV, Section 1, paragraph 3, are also deemed natural-born citizens.
- Marriage to a foreigner does not automatically revoke citizenship.
- Dual allegiance is considered inimical to national interest and subject to legal action.
Naturalization
- Judicial naturalization is governed by Commonwealth Act 473 (Revised Naturalization Law).
- Applicants must meet specific requirements: age (21 years), continuous Philippine residency (10 years, reduced to 5 in certain cases), good moral character, belief in Philippine Constitution, property ownership or lawful income, ability to speak and write English or Spanish and a principal Philippine language, enrollment of minor children in schools with Philippine history, government, and civics in the curriculum.
- Residency requirement reduction applies to those who held government office, established a new industry, introduced an invention, married a Filipino, taught in Philippine schools for at least two years, or were born in the Philippines.
