- Category D- Specialized Outpatient Facility: perform highly specialized procedures. • The Rural Health Unit (RHU) or commonly known as a health center is a primary-level healthcare facility in municipalities. • The Rural Health Unit personnel include an administrator (who coordinates the municipal health plan and budget, implementation of basic health services, and staff management), a community physician (who performs epidemiological studies, health education campaigns, and control/rehabilitation plans), and a medico-legal officer for the municipality. • The DOH’s implementing rules and regulations (IRRs) of RA 7305 mandates the presence of one rural health physician (RHP) for every 20,000 population. The Public Health Nurse (PHN) oversees and guides the rural health midwives (RHM) and barangay health workers (BHWs) for the health of the municipality. • The ratio for the Rural Health Midwives (RHM) is 1 RHM for every 5,000 population. • Barangay Health Stations (BHS) are first entry points for health care in the barangay and satellite units to the RHU.
