National Database and Registration Authority (NADRA) - Fresh/New Registration Requirements
Under 18 Years of Age
- Presence of any one of the parent or guardian with a CNIC number is required
- A verified birth certificate is required
- Biometric verification by parent or guardian or attestation of CNICF is required
S/CNIC-S/NICOP for 18 Years of Age or Above
When a Parent or Blood Relative or Grandparent is Present
- The applicant's presence is required
- Original or copy of parent's/blood relative's/grandparent's ID is required
- Biometric verification of parents or blood relatives or grandparents is required
When a Parent or Blood Relative or Grandparent is an ID Card Holder but Not Present
- The applicant's presence is required
- Original or copy of parent's/blood relative's/grandparent's ID is required
- Copy of any one of the following documents is required: CRC, Matric/equivalent certificate, Mark sheet, Domicile/Local, Passport, or verified birth certificate
- Attestation of CNICF is required

- The applicant's presence is required
- Original ID of parent's/blood relative's/grandparent is required
- 1 x biometric witness of CNIC holder along with affidavit (as per format) and interview to satisfy case officer is required
- Attestation of CNICF is required
S/CNIC-S/NICOP for System Independent
- The applicant's presence is required
- 2 x biometric witness by CNIC holders along with affidavit (as per format) and interview to satisfy case officer is required
- Attestation of CNICF is required

Witness Priority
- First priority: paternal/maternal relatives (uncle/aunt/cousin/nephew/niece etc.)
- Second priority: when relatives are not alive, any CNIC holder personally known to the applicant and of the same area/locality
Exceptions/Remarks
- Applicants can apply from anywhere in Pakistan
- If the applicant's age is 22 or above and providing a birth certificate only, presence of parent/blood relative is mandatory
- Fresh applicants shall be processed and pass through the UV checklist
- OIC shall interview each applicant and verifier/witness using available tools and information provided by the applicant
- If any one of the parents is registered with NADRA and their card is not digitally impounded, then children of such parents can be issued a CNIC without any hindrance
- UV marking of records must have cogent reasons (e.g. contradiction in family information etc.)
- Family of a Proclaim Offender (PO) may also be processed without any hindrance
