Flashcards

Mobile AFIS Device

A handheld mobile device that captures fingerprint images (index fingers only) and utilizes the Mobile Data Computer (MDC) or OPD desktop computer secure connection to submit the images for search of select fingerprint databases.

Mobile AFIS Program

A program administered by the Nebraska State Patrol’s (NSP) Criminal Identification Division (CID) that enables mobile fingerprint searching of Nebraska’s Automated Fingerprint Identification System (AFIS) database and the Federal Bureau of Investigation's (FBI) Repository of Individuals of Special Concern (RISC) database.

Mobile AFIS 'Hit'

A Mobile AFIS "hit" on either the AFIS or RISC database indicates the person fingerprinted has been positively identified via fingerprints to a record in the respective database.

Repository of Individuals of Special Concern (RISC) Database

The FBI's RISC database contains fingerprints and limited demographic information (e.g., name, place, or county of birth, and FBI/Universal Control Number (UCN)).

Study Notes

Mobile AFIS Device Usage Policy

  • Mobile AFIS devices scan index fingerprints to identify individuals at crime scenes, disasters, or other locations needing rapid identification.
  • Devices scan fingerprints and submit them to Nebraska State AFIS and FBI RISC databases.
  • Search results are returned within 30 seconds.
  • The Omaha Police Department (OPD) uses mobile AFIS in conjunction with the Nebraska State Patrol (NSP).
  • Results are investigative leads only, based on fingerprint quality.
  • Information from a hit does NOT imply a criminal record or warrant.

Mobile AFIS Device Definitions
