Missing Persons Policy
- Any competent adult missing by choice will not be reported as missing unless foul play is suspected.
- Officers must determine whether foul play or suspicious circumstances exist based on individual case circumstances and the age of the missing person.
ESME Program
- The Emergency Search for Missing or Endangered (ESME) program is a tool for officers to properly respond to missing person cases.
- The program assists in determining the appropriate resources and actions to resolve the case from the initial report to final resolution.
- ESME is based on national best practices and utilizes resources from respected organizations including the University of Cincinnati Police Institute, Association of Police Communications Officers, National Center for Missing and Exploited Children, Ohio Peace Officers Training Academy Curriculum and the Ohio Revised Code.
Missing Persons Classifications
- The 311EQ, Missing Persons High Risk Assessment Questionnaire, is used to classify missing persons.
- Missing Juvenile: A person under 18 years of age reported missing by an adult.
- Missing Runaway: A person under 18 years of age reported missing by an adult, where credible information suggests they left the care of the reporting adult.
- Missing Juvenile AMBER Alert: A person under 18 years of age where there is a reasonable belief by law enforcement that abduction has occurred.
Reporting a Missing Adult
- Missing Adults 21 years of age or older are entered into the National Crime Information Center (NCIC) based on the following criteria:
- If foul play is suspected, the information must be entered into NCIC within 7 days.
- If no foul play is suspected and the missing person has not returned, the information will be entered into NCIC within 30 days.
- If no foul play was indicated initially, but evidence of such becomes known before the end of the 7 day period, the information will be entered into NCIC before the end of the 7 day period.
- If no foul play was indicated initially but evidence of such becomes known after the 7 day period, the information will be entered into NCIC within 48 hours.
Reporting a Missing Nonresident of Cincinnati
- If the missing visitor does not meet the criteria for a Missing Juvenile, AMBER Alert, Missing Endangered, or Senior Alert, the reporting person should be referred to the police agency of the missing person’s residence.
- An "Attempt to Locate" broadcast might be initiated if necessary.
- If the missing person meets the criteria for an Endangered Missing Adult, Amber Alert, or Senior Alert, the police agency where the missing person resides should be notified.
- If the agency where the missing person resides refuses to make the report, the district where the missing person was last seen will make the report and conduct the investigation.
