Board Responsibilities
- Suspend or revoke the right to practice midwifery
- Set and promulgate the Code of Ethics and Code of Technical Standards for the Professional Practice of Midwifery

- Investigate any violation of RA 7392 or of the rules and regulations issued thereunder
Subpoena and Contempt
- Subpoena: a legal notice that requires a person to appear in court as a witness or to produce documents related to a court case
- Subpoena ad testificandum: a Latin word that translates as “to testify under penalty”
- Failure to comply with a subpoena is subject to legal consequences, including civil or criminal contempt of court charges
- Contempt: willful disobedience to the authorities
Qualifications for Principals/Deans and Faculty Members
- Principals/Deans: RM, RN, MAN, undergraduate course preferably BSM
- Clinical Instructors: RM, with Master’s degree in Health Related Course
- Faculty: RM, with Master’s degree in Health Related Science
Faculty Members and Graduates
- Midwifery schools/colleges shall submit the list of their faculty members and clinical instructors, together with the corresponding Certificate of Registration (COR) numbers, dates of issuance and expiry, and relevant training to the Board and the Commission before the commencement of each school year
- Midwifery schools/colleges shall submit the list of all their graduates for the school year, certified as correct by the school principal/dean and the school registrar, at the end of each school year
Licensure Examinations
- All applicants for registration as Midwife shall be required to pass a written examination which shall be given by the Board in such places and dates as may be designated by the Commission
- Midwife Licensure Examination (MLE) is held twice a year, in April and November

- The scope of the Midwife Licensure Examination shall include:

- Obstetrical Anatomy and Physiology
- Principles of Bacteriology as applied to Midwifery Practice
- Obstetrics
- Midwifery Procedures
- Domiciliary Midwifery
- Community Hygiene and First Aid
- Nutrition
- Ethics of Midwifery practice
- Primary Health Care
- Professional Growth and Development
- Family Planning
- Parasitology
- Microbiology
- Pharmacology
- Other subjects which the Board may deem necessary to be added or included in the scope of the licensure examination
Qualifications for Admission to the Licensure Examination
- An applicant must, at the time of filing his/her application, establish to the satisfaction of the Board that:
- She/he is in good health
- She/he is of good moral character
- She/he is a graduate of a course in Midwifery from a government-recognized and accredited institution
- Documentary requirements:
- PSA authenticated copy of the Certificate of Live Birth
- PSA-authenticated copy of the Certificate of Marriage (for married females)
- Certified true copy of the Official Transcript of Records (TOR)
- Duly accomplished and notarized forms, certified as correct by the Clinical Instructor and Dean/Principal of the college or school attesting that the applicant has handled the following:
- Twenty (20) actual deliveries
- Twenty (20) internal examinations
- Five (5) suturing of perineal lacerations (1st or 2nd degree)
- Five (5) insertions of intravenous fluids
Foreign Reciprocity
- Obstetric Emergency Care Services which refer to the provision of skilled and professional services by Midwives for emergency Maternal and Newborn conditions that include administration of life-saving drugs as provided for under DOH Administrative Order No. 2015- 0020 dated May 11, 2015
Special Rules on the Suturing of Perineal Lacerations and Insertion of Intravenous Fluids
- Midwives must have the adequate academic preparation and training in the areas of suturing of perineal lacerations and/or insertion of intravenous fluids in order to ensure competency in the performance of such procedures
- Midwives must exert every effort to prevent perineal lacerations
- Midwives are allowed to suture only first and second degree perineal lacerations
- The giving of intravenous fluids must be done only after a thorough assessment to ascertain the presence of an obstetrical emergency and the indication for giving intravenous fluids
