Membership
- Existing member associations are not affected by this article.
- A new member association acquires membership rights and duties immediately after admission.
Request and Procedure for Application
- The Council requests the Congress to admit or not admit an association.
- The association can state reasons for its application to the Congress.
Member Associations' Rights
- Participate in the Congress
- Draw up proposals for the Congress agenda
- Nominate candidates for FIFA presidency and Council
- Participate in and cast votes at FIFA elections
- Take part in FIFA-organised competitions and assistance/development programmes
- Exercise all other rights arising from these Statutes and regulations
Member Associations' Obligations
- Candidates for chairperson, deputy chairperson, and judicial bodies must pass an eligibility check
- Exercise of rights is subject to provisions in these Statutes and regulations
Ordinary Congress Agenda
- The Secretary General prepares the agenda based on Council and member association proposals
- Mandatory agenda items include:
- Declaration of Congress composition
- Approval of the agenda
- Address by the President
- Appointment of scrutineers and minute-checkers
- Suspension or expulsion of a member association (if applicable)
- Approval of previous Congress minutes
- Activity report since the last Congress
Council Powers
- Defines FIFA's mission, strategic direction, policies, and values
- Oversees overall management of FIFA by the general secretariat
- Delegates execution and management of business/finance matters to the general secretariat
- Finance Committee prepares FIFA's budget and analyzes accounts
Development Committee
- Consists of at least three members, with at least half fulfilling independence criteria
- Deals with FIFA's global development programmes
- Devises and proposes strategies, checks strategies, and analyzes support and programmes for member associations and confederations
